ModExtraAssets is a nuget package, thus being Visual Studio-only tool. Here's a quick step by step tutorial how to get it
1 | Find "Manage Nuget Packages" button
2 | Type "ModExtraAssets" or "Blayms.MEA" in the input field
3 | Click it, then click "Install" on the right
4 | Click "Apply" and it's ready to go!
5 | Once set up, check Initialization Rules
