April 25-26, 2023 - New Mexico early childhood coalitions convened in Albuquerque to learn about the next steps of the Local Early Childhood Systems Building Grant 2022-2023, as the grant fiscal year ends June 30, 2023. NM Early Childhood Education and Care Department Cabinet Secretary Elizabeth Groginsky and Department Leadership facilitated conversations alongside UNM Family Development Partnership Program leaders. The learning objectives focused on moving talk to to action, engaging civic leadership and equity commitment through interactive group dialogue and supplemental planning tools to move the coalition strategic plans forward. Coalitions celebrated completion of strategic plans and acknowledged the vision and work of UNM Family Development Partnership Director Lois Vermilya who has been a coalition partner, visionary and family advocate. Lois will be retiring in July and moving on to new adventures. McKinley County Early Childhood Coalition thanks Lois for her continuous support and vision.
McKinley County Early Childhood Programs are partnering to bring awareness to available programs in the community. Come learn about the availability of supports and services in the community at the upcoming June SunSational Early Childhood Program Public Awareness Event scheduled for June 8th from 1p.m to 4p.m. at the Gallup Community Center.

Parents Reach Out (PRO), an organization "providing support, training and tools for for families of and youth with disabilities or complex medical needs", and McKinley County Early Childhood Coalition are teaming up to provide virtual training that are intended to help parents, especially those with special needs, begin the journey to "navigate the healthcare system and understand their rights • Gain an understanding of the public education system, especially special education procedures • Build collaborative partnerships with educators, healthcare providers, and other professionals • Develop knowledge and skills to enhance their family leadership skills and decision making." There are two upcoming virtual sessions scheduled as follows:

This hands-on, in-depth record keeping workshop uses a binder system to keep all your child's records and important documents together. If you can register by May 1, 2023, a binder will be delivered to you prior to the virtual session so you can explore the binder while watching and listening in.

The Early Childhood Education and Care Department (ECECD) Home Visiting program provides New Mexico families a Safe Sleep Baby Kit containing materials to foster a Safe Sleep environment in a variety of spaces. Our purpose is to provide all families in New Mexico access to and awareness of a Safe Sleep environment in a way that is respectful, culturally responsive, equitable, and informed.
The Safe Sleep Baby Kit is free to expectant parents and caregivers of new babies regardless of income, citizenship status, or family structure.

NOW Healing through Community Building webinar, 2023 BUILD Conference, P-5 Fiscal Strategies webinar series
Coming up quickly this Thursday is the Vital Village Networks of Opportunity for Child Wellbeing (NOW) webinar, “Healing through Community Building and Birth Equity Advocacy.” This presentation takes place on May 11th, from 1:00 to 2:00 p.m. ET. This is the second webinar of their 2023 webinar series, where attendees will hear from community leaders and champions who are working at the intersections of historical and intergenerational trauma, healing, community leadership and building, as well as maternal health and birth equity.

The Prenatal-to-3 Policy Impact Center is set to host its first webinar of the year, “State Tax Credits: How States Can Leverage Tax Policy to Alleviate Childhood Poverty” on Wednesday, May 24th from 1:00-2:30 p.m. CT. In this session, participants will hear from experts in state tax policy and the science of the developing child, as they cover the evidence connecting state tax credits to outcomes in child health, parental employment and state budgets. The presenters will additionally discuss legislative progress across the country, including how state legislators push for EITCs in their states and why the finer policy details—such as refundability and eligibility—make such a big difference.

Participants will learn what states and communities are doing to help build their systems of care, and P5 will also share how to apply specific public health theories and models that incorporate/ingrain equity into the processes that help to (re)build, implement and evaluate those systems. The 2023 BUILD Conference in Anaheim, California is approaching, an annual opportunity to connect and network in person with PN-3 colleagues from across the country, collectively working to build systems and move the sector forward. Themed, “Strengthening Systems, Improving Quality, Advancing Equity,” this year’s convening takes place from July 11th-13th, offering over 150 sessions including an infant/toddler track and sessions on exploring access to high-quality programs and services, leadership development, capacity building and sustainability in programs and systems. Opportunities Exchange’s National Shared Services Technical Conference, “Change NOW!” is set for October 2nd-4th, 2023 in Phoenix, Arizona. The in-person only conference will explore topics including supporting the workforce, state technology systems, access, equity and inclusion and measuring impact. If you’re interested in attending this year, an early bird conference registration rate is available now, but space is limited. ZTT call for Built for Babies program applications, Harvard IDEAS Impact Framework Toolkit and Recording Available
In case you missed it, the team at the Harvard Center on the Developing Child hosted a recent webinar on the IDEAS Impact Framework Toolkit. Released earlier this year, the Toolkit is a free online resource designed to help innovators in the field of early childhood build better programs and products to achieve greater impact in their communities. This toolkit is ideal for anyone involved in the development, implementation, and evaluation of programs for children and families. It is self-guided, self-paced, and provides a structured and flexible approach that facilitates program development, evaluation, and fast-cycle iteration, including resources to help teams develop and investigate a clear and precise Theory of Change. The webinar recording is now available, so you can hear from developers of this new resource, as well as teams who have successfully used the Framework to shape their work.
ZERO TO THREE’s policy center is issuing a final call for applications for its new four-year funding opportunity, available to advance equity and family-centered early childhood developmental systems in states and communities with high levels of childhood poverty. ZERO TO THREE’s Early Childhood Developmental Health Systems: Evidence to Impact Center will select three implementation sites to advance statewide systems of comprehensive developmental promotion, screening and intervention that focus on a holistic range of child and family strengths and needs. Organizations in states with a current Early Childhood Comprehensive Systems award are the eligible applicants, and funding applications are due on Monday, May 15th, 2023. Apply here.
ZERO TO THREE is also sharing an opportunity for states and territories interested in building their capacity to advance family-centered policies and systems that support families with children ages prenatal-to-three. It’s program, Built for Babies: A Family Centered Approach to State Policies, will run from July 2023 through November of 2025 and is currently requesting applicants. Project activities will include:
An in-person cross-team meeting in October 2023 (travel and accommodations for five people per state/territory funded by ZTT) – location TBD
Individualized technical assistance, and virtual peer-to-peer learningopportunities
Access to an opportunity fund
ZTT is specifically interested in partnering with state/territory teams that have not had a long-standing deep focus on PN-3, but are interested in building their capacity to do so (see their list of eligible states and territories on page 4 of this document).Applicants have the option of applying through a brief written application via SurveyMonkey (due by June 1st), or through a 50-minute Zoom interview (sign up for a slot by May 26th. Rebuilding A Better PN-3 System
New RAPID Survey Fact Sheet released, report from Institute for Medicaid Innovation on Perinatal and Child Health
The Institute for Medicaid Innovation’s (IMI) newest report, “Innovations in Perinatal and Child Health in Medicaid,” studies the ways in which Medicaid health plans have incorporated a health equity lens and community partnerships into their perinatal and child health initiatives. It additionally reveals how some community-centered models provide new opportunities for Medicaid partners to advance health equity by following this example. “From these initiatives can emerge an ideal combination of high-value, evidence-based care plus authentic partnerships to lay new foundations for birth equity,” the authors write. The RAPID Survey Project’s May healthcare fact sheet, “Lowest Rates of Missed Well-Child/Well-Baby Visits Since April 2020,” details the most recent RAPID data that show a promising decline in missed well-child visits. The data cited shows that since October of 2022, the rates of missed preventive healthcare visits and recommended vaccines have significantly dropped—in fact to the lowest rates of each since RAPID began collecting the data. These numbers suggest that more caregivers and their young children are accessing recommended care now, than in recent years. For more analysis, read the fact sheet in its entirety here.

PN-3 Policy Clearinghouse- The Prenatal-to-Three Policy Impact Center translates research on the best public investments into state policy actions that produce results for young children and society. Their Clearinghouse is an ongoing inventory of rigorous evidence reviews of the impact of policies and strategies on infants and toddlers and their families, and their website resource page now houses all 51 unique State Roadmap profiles including overviews and summaries, for 2022.
Prenatal-to-3 XChange- Join this online community of experts, practitioners, leaders and others working to improve the lives of infants, toddlers and their families at the local, state and national level. The XChange also houses the PN-3 Playbook, a comprehensive and easy-to-use guide that houses issue framing for PN-3 priorities, as well as includes resources to help make the case for PN-3 investments.
RAPID Project, is continuing to gather data from families on a bi-weekly basis—informing on the needs, health promoting behaviors and well-being of children and families during the COVID-19 outbreak. Their website houses a collection of posts and makes a bank of survey items widely accessible.
