A number of language packs are available for Firefox, other than the standard English. Language packs are usually named as firefox-i18n-3____________ (where 4____________ can be any language code, such as __, 1__, 2__, etc.). I believe my case is not related to this anymore ( -halts-firefox-65-distribution-on-windows/) because the error message no longer says SEC_ERROR_UNKNOWN_ISSUER after Mozilla released fixed update.
