At magnetic leasing MRO, we have been delivering high-quality, compliant, and industry-recognized On-the-Job Training (OJT) for aircraft maintenance engineers since 2016. Our OJT program has been consistently approved by the competent supervisory authority - Estonian Transport Administration - and recognized by multiple aviation authorities from around the world, including the Dutch Human Environment and Transport Inspectorate (ILT)/KIWA, for the issuance of Aircraft Maintenance Licenses (AML) and type ratings.
In response to recent legislative updates concerning OJT, ILT conducted a review of Magnetic MRO's OJT program in the summer of 2024. Following the review, the ILT has identified discrepancies, the majority of which Magnetic MRO strongly disagrees with regarding both substance and severity. While this has a significant impact on Magnetic MRO, it is the engineers who are currently facing the direct consequences of ILT's current actions and lack of actions in the past (e.g., inconsistent enforcement by regulatory authorities, differences in interpretation regarding the scope of the OJT program and the application of different versions of the Acceptable Means of Compliance provided by EASA, breach of principles of legitimate expectations & legal certainty, lack of fairness in individual assessments).
Notably, the Estonian Transport Administration, which oversees Magnetic MRO's regulatory compliance, has not raised similar concerns during its supervisory procedures. The ILT has since rejected AML and type rating applications and even suspended licenses of engineers who completed their OJT at Magnetic MRO, including those certified years ago under previously accepted standards.
From the perspective of the Magnetic MRO, the ILT's conclusions are perceived as one-sided, requiring it to be actively challenged by all affected stakeholders in the aviation industry. Magnetic MRO objects to ILT's findings and the subsequent measures taken against affected trainees. While Magnetic MRO is not a party to ILT's proceedings and cannot officially challenge its decisions, the company is committed to engaging in constructive discussions to explore solutions that would be acceptable to all parties involved.
In light of the recent regulatory amendments, Magnetic MRO is also reviewing its OJT program to ensure that needed improvements are made to continue aligning with all national aviation total technical care authorities' expectations for issuing AMLs and type ratings. This proactive approach aims to prevent future misunderstandings and further strengthen the program's regulatory compliance and industry recognition.
