Challenges
Engagement was low, and knowledge transfer had not been formally measured in previous training rounds.
The curriculum had to cover five closure types, each with five work-zone scenarios, across thirteen state variations, resulting in a large and complex content matrix.
Solutions
I added hands-on practice, gamified tasks, and team-based problem-solving activities to boost engagement and make learning outcomes observable.
I worked closely with subject-matter experts to verify every state-specific rule and produced thorough documentation so instructors could deliver the content consistently.
Results
Post-training surveys from both learners and instructors returned 100 percent positive feedback, citing higher engagement, clearer knowledge transfer, and increased confidence in setting up work zones.
