Current Timeline of Events:

  • 10/28- Sarah Zamora (owner of Artful Mayhem Studio) had discussions with city staff via social media asking for clarifications about signage outside of businesses, including if there are restrictions. Social media staff said they'd pass the message to city staff for follow-up. Not hearing of any formal procedures needed, supplies were purchased and the mural began getting framed and painted.
  • 10/30-11/6 - After speaking with multiple employees in various offices, Sarah was told that the mural would need to be presented before the Public Arts board formally at their meeting the next week, and then before City Council for final approval. Progress on the mural halted at this time, awaiting further procedure.
  • 11/14 - Sarah presented a proposal and presentation to the Keller Public Arts Board (link above). They reviewed and unanimously voted (6-0) to recommend the mural to be approved by City Council. At that time, the item was added to the agenda for the next city meeting, under the consent agenda (F.8) Council Members are provided that full agenda a minimum of 72 hours in advance to be prepared for the meeting.
  • 11/20 - At the Keller City Pre-Council Meeting on November 20th, the proposal was presented before the City Council by Sarah Zamora, who answered all Council member's questions. Before the 7pm meeting, Councilman Tag Green recommended pulling the item from the group consent agenda, and to 'table' the motion for approval at this time. He stated that he would like to make sure that the design and messages are cohesive and complementary to Old Town Keller and the city before calling it to a vote. Another council member seconded his motion and simultaneously requested the applicant to produce others that are in support of the mural. Four of the Six voted to table it at that time. Mitch Holmes and Sean Hicks voted against tabling it (they expressed support of the project and were ready to approve).
  • 11/27 - Scheduled meeting between Sarah Zamora, attending City Council members Mitch Holmes, Tag Green, and Ed Speakmon, and relevant city staff members took place, with a goal for the applicant to answer any further questions needed by Council Members to help them move forward to be agreeable to approve the mural. Sarah presented the group with 25+ signatures personally gathered from approving nearby businesses in Keller (mostly Old Town Keller businesses in 1/4 mile radius) and more than 150 signatures and unedited comments from Keller residents, Keller business owners, local citizens, and others who support the project. These signatures were gathered by her personal contacts, in less than 3 days. After an hour of (Sarah) answering their questions and concerns, Mr. Green and Mr. Speakmon said they are still not prepared to make a decision to vote in favor of the project and they are seeking more information from the community. Online (public) web petition was formed this day, to be distributed at large.
  • UPCOMING: This proposal will again go before City Council formally (meeting is open to the public) on December 18th at 7pm. Sarah will be called before council at 5pm to answer any questions. At the 7pm meeting, it will formally be discussed on record, with the mural presentation again shown to Mr. Mayor and the Councilmen. At that time, the group of seven will vote on the proposed mural - we need majority vote (4/7) for approval. We would LOVE to invite the public to attend that meeting at 7pm to show support.
