了(le) is a dynamic particle indicating a change of status. For example, when we say 我饱了(Wǒ bǎo le) , we imply that our status just change from hungry to full. We normally say it after we have a meal. Compare it to 我很饱 ((Wǒ hěn bǎo), which means "I am very full". It does not imply how full I was before, simply saying "I am full". Normally you can use it when someone ask you to eat some food and you don't want to.
