1) 会 means "can" or "know how to", used to describe one's skill acquired by practice, like playing the piano, painting, etc.
For example:
Q: 你会开车吗?Nǐ huì kāi chē ma? Can you drive?
A: 我不会开。我十二岁。Wǒ bú huì kāi chē. Wǒ shí'èr suì. I cannot drive. I am twelve.
In the above example, 开车 driving is obvious a skill acquired by practice. No one is born with the ability to drive a car without practice.
2) Let's compare 会 with 可以(kěyǐ).
可以(kěyǐ). means "can" or "may", used to ask for or grant permission to do something, like use the bathroom during class, take an empty seat, etc.
For example:
我会画画,可是现在不可以画画。
Wǒ huì huà hua. Kěshì xiànzài bù kěyǐ huà hua.
I can draw(ability), but now i cannot draw. (not allowed)
