Larry Hirschfield is a visionary leader in NYC’s affordable housing sector. As the founder and CEO of ELH Mgmt., he has played a key role in revitalizing neighborhoods and creating sustainable housing solutions for over 30 years. His journey began as a professional percussionist, performing with the New York City Opera and Broadway’s Les Misérables, before transitioning into real estate in the 1980s.
Since then, Larry has restored over 100 distressed properties and led the development of thousands of affordable housing units. Through NYC’s Neighborhood Entrepreneurs Program (NEP) and Third Party Transfer (TPT), he has transformed struggling communities into thriving neighborhoods. He is a board member of CHPC and NYSAFAH, a licensed NYC real estate broker, and an expert in public-private partnerships that drive urban development.
His leadership has not only shaped NYC’s affordable housing landscape but also set a precedent for sustainable and community-focused real estate development. Under his guidance, ELH Mgmt. has spearheaded landmark projects such as La Central, Coney Island Commons, and Casa Celina, all of which serve as models for inclusive, high-quality housing. With a deep commitment to social impact, Larry continues to advocate for policies that expand housing accessibility and ensure long-term affordability for New Yorkers.

1987-1994: Began real estate work, renovating townhouses in Brooklyn.
1995: Founded ELH Mgmt. LLC, selected for NYC’s Neighborhood Entrepreneurs Program (NEP).
1998: Appointed as a 7A Administrator to manage hazardous buildings.
2003: Established ELH Construction to oversee affordable housing rehabilitation.
