Bylaws

The current bylaws of the Lancaster County Green Party are effective January 18, 2017. Bylaws are to be reviewed annually.


Article I Establishment of Rules

The Lancaster County Green Party (LCGP), as a county body of the Green Party, does hereby adopt the following rules.

Article II Members of LCGP

Membership of the LCGP, at any specific time, shall consist of all electors continuously enrolled in the Green Party and a resident of Lancaster County for at least the immediate preceding 30 days. Only members may be included in the count for quorums, election of officers, and serve as officers of the LCGP.

Article III Officers of LCGP

The officers of the LCGP shall be a Chairperson, Co-chair, Secretary, and Treasurer. The office of Treasurer shall be open on an as needed basis, determined by majority vote of a LCGP quorum. Members cannot serve in more than one office. Together, the Chairperson, Co-chair, Secretary, and Treasurer constitute the County Committee of the LCGP. In the event of an office vacancy, the County Committee will serve the essential functions of the vacant office until the vacancy is filled.

Officers shall be elected yearly and serve one full year. The Election of officers shall be called at the beginning of the calendar year (January) to prepare for the Green Party of Pennsylvania convention typically held in February. If two or less members seek the position of officer the election shall be conducted by majority vote of a LCGP quorum. If three or more members seek the position of officer the election shall be conducted by ranked choice.

Responsibilities of the office of Chairperson shall include:

1. Provide routine communications to the members of the LCGP and provide public statements to the general public;

2. Hold primary signatory authority for contracts.


Responsibilities of the office of Co-chair shall include:

1. Solely perform the function of Chairperson in the prolonged absence of the Chairperson.

Responsibilities of the office of Secretary shall include:

1. Record meeting minutes and maintain archives of the LCGP;

2. Maintain county membership records provided by the County Board of Elections and the Green Party of Pennsylvania.

Responsibilities of the office of Treasurer shall include:

1. Maintain financial accounts of the LCGP;

2. Monitor and report financial activities of the LCGP;

3. Receive and disperse funds in a timely manner.

Responsibilities of the County Committee of the LCGP include:

1. Provide notification of meetings and events to members and interested parties;

2. Develop the agenda and schedule for meetings and events;

3. Facilitate officer elections, changes to LCGP rules, and disbursement of funds;

4. Maintain communication and social media accounts.

Article IV Meetings

Meetings of the LCGP shall be held on the call of the County Committee. Notice of the time and place of a meeting shall be served by transmitting a notice (email is the default) of meeting to each member not less than ten days before such meeting. At all meetings of the LCGP, there shall be present at least three members in order to constitute a quorum. A call for decision can be made by any member; however, a minimum of 30 day notice must be provided for a vote. Consensus on decisions shall be made by majority vote of members during meetings.

Article V Nomination of Candidates

The LCGP reserves the sole authority to nominate candidates for public office whose electoral districts are contained wholly within Lancaster County. The LCGP shall also cooperate with other local bodies of the Green Party on the nomination of candidates, whose electoral districts extend into multiple counties, including Lancaster County.

Article VI Selection of Delegates

At its first meeting of each calendar year, the LCGP shall select from among its numbers two delegates to the Coordinating Committee of the Green Party of Pennsylvania, who will serve until the first meeting of the following calendar year.

Article VII Exclusivity

These rules shall be the exclusive rules of the LCGP. No other rules shall be effective unless approved in writing by the LCGP.

Article VIII Severability

If any clause, sentence, paragraph, subdivision, section or part of these rules or any amendment thereto shall be adjudged to be invalid or otherwise rendered inoperative by any court of competent jurisdiction, such judgment or other judicial action shall not affect, impair, invalidate or render inoperative the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, section or part thereof directly involved in the controversy in which such judgment or other judicial action shall have been rendered or taken.
