[Title]: Fluctuation-response inequality out of equilibrium

[Abstract]: We derive a universal inequality connecting the response of physical observables to their fluctuations. This inequality, which is valid for arbitrary stochastic dynamics, both in and out of equilibrium, establishes a relation between the macroscopic measurable response of observables and the microscopic effect of a perturbation on the dynamics. Due to its universal character, the fluctuation-response inequality can serve as a useful tool to derive new relations between different observables. We demonstrate this through a re-derivation and extension of the thermodynamic uncertainty relation and a new inequality connecting mobility and diffusivity in particle transport.
