We are pleased to present the 2024-25 edition of the Rockland BOCES Services Guide. This publication details the Administrative, Instructional and School Support Services available to the eight component school districts in Rockland County, as well as services that may be purchased through other BOCES.

The Jesse J. Kaplan School offers a stimulating learning environment for students ages 5-22 with autism, cognitive disabilities, medical fragility and/or multiple disabilities. Students reach their potential in a school that blends high educational standards, nursing services and therapies.

Extensive therapeutic and augmentative state-of-the-art services are provided across all ability levels. Art, music, physical education and swimming are offered each week. Additionally, a state-of-the art Hydroworx pool can be accessed for therapeutic support. Each class also benefits from weekly speech and occupational therapy lessons which are part of the program model. Parent support, training groups and transition meetings are offered regularly to families, both during and after school hours. Teaching independence is a priority as students gain the skills necessary to actively participate in a variety of adult programs after age 22. At the Jesse J. Kaplan School, high school students reach their potential within nationally recognized programs that blend high educational standards, innovative curriculum and therapies in a safe, supportive and caring environment.

The Social Communication Program focuses on communication, social behavior, self-regulation and academics. A rich, visually-supported environment ensures maximum independence for each student. This program focuses on communication, social emotional learning and functional skills delivered in small and larger group settings. Literacy skills are addressed through direct instruction together with a multisensory approach. Technology is designed for individual students, including alternative and augmentative communication devices. Students acquire skills in identified priority areas that are directly related to student and parent/guardian plans for life after school. This program also includes a separate building on the West Nyack Campus where students are able to focus on activities of daily living in a simulated apartment environment, with volunteer experiences outside of the school and/or community based instruction. Teaching independence is a priority, utilizing visual supports and a step by step instructional sequence paired with graduated guidance.

KCDC, a component of the Social Communication Program, is a community-based vocational program designed to prepare students, ages 16-22, for the transition from school to adult life. Students work on mastering a variety of vocational, social and communication skills to allow them to function as responsible, contributing workers in the community. An academic program is balanced with activities of daily living, work, and community skills. Assistance is provided to families for the transition to adult services.

Ricky Cordova (MBA 2025)

 Ricky is a bioengineer and product designer who has worked across the life science, medical device, and digital health industries to solve unmet clinical needs in obstetrics and gynecology. After graduating from Stanford, he joined the University of Arizona's BIO5 Institute and helped lead multi-institutional, NIH-funded research projects that led to the development of new diagnostics, endoscopic devices, and AI/ML tools for the early detection of ovarian cancer. Pivoting his research career towards design and entrepreneurship, he completed the Harvard HealthTech Fellowship at Harvard Medical School and co-founded a startup aimed at providing virtual pelvic floor therapy programs to postpartum women. Prior to starting school at HBS, he also spent time at IDEO collaborating with large companies to design innovative healthcare and life science products, and he continues to use these skills as an independent design consultant for global public health projects at Meta and the World Health Organization.

The American Institute of Commerce (AIC) was established in 1937 in Davenport, Iowa as a workforce preparatory school. In 1999, after six decades of growth in Iowa, the U.S. Department of Education selected the school as 1 of 15 to receive a grant that would enable it to offer courses online. Around this time, AIC and four other Iowa colleges were acquired by Quest College and renamed to Quest Education Corporation. In November 2000, Kaplan Inc. purchased the college, and changed its name to Kaplan College.[11] Beginning in September 2004, Kaplan, Inc. divided its programs into two different offerings: Kaplan University which specialized in online bachelor's and graduate degrees, and Kaplan College, which offered classroom-based instruction and was largely vocational in nature and focused on associate degrees and certificates. In 2015 Kaplan, Inc. sold all 38 Kaplan College campuses to Education Corporation of America. Kaplan College is now known as Brightwood College.[12]

Concord Law School merged with Kaplan University in October 2007, changing its name to Concord Law School of Kaplan University. The school, established in 1998, was the first fully online law school in the United States.[15] The American Bar Association does not accredit online programs but students with non-ABA-accredited law degrees are allowed to take California's bar examination and practice law once admitted to the bar.[16][17]

The university's school of nursing was awarded a national professional accreditation for its Bachelor of Science in Nursing degree in April 2006 from the Commission on Collegiate Nursing Education (CCNE). The School of Nursing was granted additional programmatic accreditations from the Commission on Collegiate Nursing Education (CCNE) in June 2016, including for its doctoral and master's programs.[34] In addition, its other schools earned programmatic accreditation. For example, Kaplan University's School of Business was granted accreditation by the Accreditation Council for Business Schools and Programs (ACBSP) in 2013.[35]

This school is authorized under Federal law to enroll nonimmigrant alien students. All courses offered by Kaplan International are avocational and recreational, and are not intended to lead to vocation, occupation or career opportunities. Kaplan International does not confer credits, certification, diploma or degree for any courses, and no credits are transferrable to institutions of higher education.

Dr. Sandra Kaplan teaches the methods courses for the Multiple Subjects Teaching Credential. She is a consultant for several state departments and school districts nationwide on the topics of education for gifted students, differentiated curriculum in depth and complexity, and thematic interdisciplinarity.

Mannes School of Music has transformed the traditional music conservatory by integrating rigorous classical training with real-world experience and cross-disciplinary learning. Work hands-on with award-winning faculty to develop as an artist at one of the best music schools in New York City.

Kaplan, who graduated from high school in 1969, had not considered college. He worked in various roles. He ran a cleaning service and then a telemarketing company. He worked in customer service for a wholesale distributor of electronics. He even drove a taxi part time.

Kaplan teaches advanced MBA and executive courses in entrepreneurial finance and private equity, corporate finance, corporate governance, and wealth management. BusinessWeek named him one of the top 12 business school teachers in the country.

A positive school climate promotes school safety, student self-esteem, emotional well-being, mental health, and lower incidences of substance abuse, student absenteeism, and suspensions. The New York State Education Department (NYSED) continues to promote initiatives to foster student engagement and thereby increase student achievement, safety, and wellness.

Our Social Emotional Learning materials support the state's ESSA plan priorities and promote a positive school climate. The resources outline benchmarks and frameworks for educators to implement Social Emotional Learning practices in their schools and classrooms.

The Every Student Succeeds Act, or ESSA, the main federal law for K-12 public education, requires that states hold public schools accountable for how students achieve. New York State established a set of indicators to measure school and district performance.

This district's or school's Financial Transparency Report outlines how much is spent per student and the source of the funds. These financial transparency reports were issued for the first time in 2020 for the 2018-19 school year, and annual releases will be available after April 1st in each subsequent year. School district financial transparency reports, which display per pupil expenditures for individual schools, as well as district averages, inform conversations within districts about whether equitable resources are being provided at the school level. At the state level, these reports help inform future Board of Regents State Aid requests and other policymaking decisions.
