There's so much misinformation out there in the Google results for this subject that I felt like I should share my story so people who have a secured Capital One card would have more information to inform their decisions with the card.

When I first stated my credit rebuild in May 2018, I was advised that two cards in particular made good options because they would eventually graduate to unsecured cards. Those two were the Discover It Secured and the Capital One Platinum Secured.

The Capital One card was a LOT stingier. At this point, my story was a lot like the others I had read on the internet: Spending habits didn't help, requesting a limit increase didn't help, increasing limits on my other cards didn't help, improved credit scores didn't help, calling didn't help. I had zero other inquiries and had paid 100% on time since getting the two cards. I was advised BY a CSR, like many others, that Capital One did not graduate secured cards OR that they had an experimental program for graduating secured cards but I was either not elligible or the program was over.

So for a long time I figured the card was a lost cause and that I would close it after I eventually refinanced my home. My FICO sat in the mid 730s or 700s, depending on which service provided the estimate, my Discover now had a 5000 limit, and I pretty much only used the Capital One secured for my Netflix bill. I set it to auto pay the amount in full and stopped paying attention to it. That was May 2020.

On December 11, 2020 I got an unexpected email from Capital One. (Linked below.) The has unsecured my card and credited my deposit back! I looked through my recent history and noticed that my utilization had (accidentally) creeped past 30% on my July statement. This was for the Discover card, as the Capital One card was still just paying my Netflix bill. That dinged my TransUnion FICO Score 8 (provided to me by Capital One via CreditWise) from 710 to 693. My Experian VantageScore 3.0 remained unbothered by the suddent increase then decrease in utilization. The next statement I meade sure it was unde 20%, and my FICO Score 8 climbed back up to 716. Then the following month, again by accident, my utilization went to 12% and my FICO score inexplicably dipped to 693. No other spending changes. It sat there for 2 months, so I kept my utilization under 20% and on the 3rd month, it swung 28 points(!) to 718. (Highest it had ever been on that report.) A week later, I got the email.
