Farm Bill 2018: Hemp Production Program

The Agricultural Act of 2014, the current Farm Bill, was signed into law on February 7th, 2014 (and shall be referred to as The Farm Bill through out this analysis) and with it came many changes but our focus here is the Hemp Production Program. In the wake of what is being called the “Green Rush” in conjunction with the expected atrocities of Climate Change, we will be investigating regulations surrounding Cannabidiol (CBD) and the opportunity it presents for the government to not only rectify its past transgressions, but to understand opportunities and setbacks that this shift represents for people of African descent who have been disproportionately affected by the communications surrounding the Cannabis plant as well as the adverse affects of global warming.

Kandeaux and Associates is an international agricultural business consulting group working to eliminate notions of second class citizenship of members of the African Diaspora. Here, we are investigating the Hemp Production Program of the 2018 Farm Bill to identify problematic communicative regulations and make policy recommendations that are sustainable, culturally contextual, and reflective of the needs and opportunities to correct past injustices by the United States Department of Agriculture.
