Chieng grew up in Limbang, a small town located in the northern region of Sarawak, Malaysia. In June 2009, Joshua was admitted to Universiti Tun Hussein Onn Malaysia (UTHM), Johor, for a Bachelor's Degree in Information Technology with a major in multimedia. 

After completing his Bachelor's Degree in 2013, he pursued a Master's Degree in Information Technology at the same institute. During his master's study, his research interest focused on Metaheuristic Algorithms, Genetic Algorithms, and Travelling Salesman Problem. 

After graduating with his Master's Degree in 2016, he again pursued a Ph.D. in Information Technology at UTHM. His Ph.D. research interests include Machine Learning, Deep Learning, and Computer Vision. He has founded a Facebook community called UTHM Artificial Intelligence Community and now formally known as CONCAT() - Artificial Intelligence Community of Malaysia, a platform that allows discussion and information exchange related to Artificial Intelligence and Machine Learning. He is currently serving as a Assistant Professor at Tunku Abdul Rahman University of Management and Technology (TAR UMT).
