Public Benefit Requirements for Emergency Loan and Grant Program

Public Benefit Commitment

As consideration to be received by the Joint Development Authority, its participating local governments and their citizens, each Applicant must make at least one of the following commitments (each, a Public Benefit Commitment).

While you only have to agree to one (1) public benefit to be eligible for the loan, it is beneficial to agree to more than one because applications receive quality points based on their ability to deliver a public benefit.

  • Applicant will stay open and operate at hours, and with staff at not less than 50% of its operations pre-COVID-19.

  • Applicant will attend a JDA meeting between September 2020 and January 2023 to share the impact of the funding on their business.

  • Applicant will reasonably accommodate requests by the Joint Development Authority to participate in recruiting new economic development prospects to the Joint Development Authority’s jurisdiction, including to be available to share their story for purposes of promoting the business community in Athens-Clarke County and the City of Winterville (not applicable for 501c(3) non profits)

  • Applicant will make every effort to purchase goods and services locally from businesses located within the Joint Development Authority jurisdiction to the extent possible, including buying locally in preference to online purchases.
