James P. Hall is an Associate Professor Emeritus in Management Information Systems at the University of Illinois at Springfield (UIS). With 25 years of experience at the Illinois DOT (IDOT) and over 20 years of technical teaching and research experience at UIS, Dr. Hall’s professional background provides a unique combination of practical experience in technology implementation at a state DOT and technical expertise in information systems management and decision support.

Dr. Hall has a twenty-five year background with IDOT in a variety of engineering and technology management capacities. In his last position as IDOT’s Chief of Planning Services, he managed all statewide road inventory databases, traffic data collection, and cartographic activities. He successfully led the implementation of Geographic Information Systems in IDOT which has resulted in the enterprise implementation of products of significant benefit to operational and decision-making activities, which continue to this day.

He has district-level experience in construction, design and land acquisition activities. As the policy engineer for the Bureau of Local Roads, he has extensive knowledge of state and local agency transportation operations. As the Engineer of Pavement Technology, he led the statewide collection of pavement evaluation/ condition information. He also managed the implementation of the Illinois Pavement Feedback information system for IDOT’s pavement management activities.

In August 2000, Dr. Hall joined the faculty of the University of Illinois at Springfield as an Assistant Professor in the Department of Management Information Systems. In this role he has taught undergraduate and graduate courses in Management Information Systems, Technology Management and Decision Support Systems. His coursework has emphasized organizational systems design, technology applications for decision making and related implementation issues.

He has served as the Principal Investigator for several IDOT research projects including online technology transfer course design and the development of a GIS product to facilitate Bicycle Trail Planning. Dr. Hall also contributed to multi-agency GIS implementation efforts in Illinois. He was an active participant in the formative activities of the Illinois Geographic Information Council and served as the Chair of the Liaison Subcommittee from 1999 to 2000. Hall has been a member of the Illinois Traffic Records Coordinating Council for more than 20 years.

He is active in Transportation Research Board (TRB) activities, particularly for the Data and Data Science section. Over the last 30 years, he has regularly attended and presented at TRB Annual Meetings and held memberships on the Pavement Management, Statewide Data and Information Systems, and Information Systems and Technology committees. From 2011 to 2017, he chaired the Geographic Information Science and Applications Committee and currently chairs the Research Subcommittee for the Data and Data Science Section. He has served as a steering committee member and as an editor of proceedings for multiple national TRB peer exchanges related to cutting edge topics on the application of GIS and information technologies to safety, asset management and transportation planning with active participation by state DOT personnel from multiple states. James has served as the Editor of multiple TRB peer exchanges bringing together state DOT practitioners and university/industry experts to identify research needs in such areas as GIS, asset management data integration, and data governance. He also served as the Rapporteur for the 2017 10th SHRP2 Safety Symposium: From Analysis to Results.

He holds a Bachelor’s in Civil Engineering from the University of Illinois at Urbana-Champaign, a Master’s in Business Administration from the University of Illinois at Springfield, and a Doctorate in Civil and Environmental Engineering with an emphasis on information systems from the University of Illinois at Urbana-Champaign.
