First, Muthuvel blackmails a psychiatrist S. Dhandapani into providing asylum for his family. He then visits Narasimha, a reformed criminal living in Mandya, who loans him four of his sharpest shooters. With the help of Narasimha's men, Muthuvel steals Varman's idols that were being smuggled and uses them to blackmail and humiliate Varman, who was about to kill his family. In response, Varman thires a Bihari gangster named Kamdev to send people to kill Muthuvel and his family at his home, but Muthuvel and Narasimha's men finish them off. On discovering Varman's target to be Muthuvel, Kamdev reveals to him that Muthuvel was the former ruthless and charismatic jailer of Tihar prison who disciplined the criminals harshly but also helped them reform, thus gaining a massive network of allies, including Kamdev.

The expectations are quite low on 'Jailer' because of Rajni's last few movies and this helped a lot. The movie had its fair share of flaws including a below-par second half which was saved by a superb climax. Nelson heavily relied on the charisma of Thalaiva during the whole movie and even took the support of superstars from Kannada and Malayalam industries through the climax.

Upon being asked about the Rajinikanth fans will get to witness in Jailer, Stun Siva said, "The first time I saw sir was during the shooting of Garjanai in 1981. After that, I worked with him on Pandiyan, Yajaman, Mannan, and a few other films. I then composed all the fight sequences for Muthu such as the chariot and the whiplash action scenes. Since I'm his fan, I understood how to compose the fights for him. Now, I've taught my son Kevin the same and we both have composed the fight scenes in Jailer. When a fan does the fight sequences for his favorite hero, how will that be? You'll witness that in this film." He continued, "We have to learn what style is from him. Not just us, but many other heroes in cinema. So, when we're composing the fight scenes for him, we've done them in such a manner that he himself was surprised. I can't speak much about those sequences now, but the film has come out extraordinarily well. The climax is on a whole different level."

Both Beast and Doctor track a personal journey of the protagonists but end with a larger-than-life climax that is hard to believe and sticks out like a sore thumb. In Jailer, stars Jackie Shroff, Mohanlal and Shiva Rajkumar contribute to the larger plot and there is a huge payoff in the climax. The film does justice to the pan-Indian tag in many ways and it is also this energy-filled climactic sequence and inexplicably heavyhearted moments post the climax that somehow makes this action-focussed journey feel personal. With an equal amount of swag, style and substance, Jailer is a complete Rajinikanth film.
