Like any civilization in such situations, there are those who've taken advantage to put themselves on top. And those who've hoarded the most have deemed themselves authority.
While most citizens of Stassius remain their whole lives under the pink and purple skies of the walled mega city, occasional wanderers venture out in search of life-changing spoils.
Some say it's due to the aforementioned prevented calamity, a rich liquid material formed beneath the crust of the planet. Similar to the Singing Steel that Warks are constructed from, this spice-scented goo has magic properties. Joil, as it's known, is a viscous fluid imbued with Qualia.
