Here you can watch videos of title cards from various dubs of Nicktoons episodes, all in one video. Title cards can either be translated or most of the time, untranslated with a title voice-over. Some dubs even have no title card translations and title voice-overs at all.
More videos to be made and uploaded soon.

None of the other episodes that have been found (including the pairs of above episodes of "Unbalanced Load", "Trash-O-Madness" and "Commuted Sentence") include title cards, as well as the intro and credits.

These are six title cards from the Swedish dub of Rocko's Modern Life. They consist of "A Sucker For the Suck-O-Matic", "Canned", "Rocko's Happy Sack", "Who's For Dinner" (all from season 1), "Pipe Dreams" from season 2, and "Floundering Fathers" from season 4. That is all the full episodes of the dub that have been found, though two clips from two other episodes have surfaced, one of them is "Rocko's Modern Christmas" but not sure about the other clip.
If anyone understands the localized titles, please get in touch. However for some reason the title card for "Pipe Dreams" doesn't have a title voice-over.
This is the title card of the season 2 episode "Pipe Dreams" from the Polish voice-over of Rocko's Modern Life. This is the only surviving title card of the voice-over, since the other two episodes of the voice-over that has been found ("Cabin Fever" and "Rinse & Spit) have no title cards left in.
Polish title: Zapchana rura (A Blocked Pipe)
This is the title card of the season 1 episode "Popcorn Pandemonium" from the Filipino dub of Rocko's Modern Life. This is the only surviving title card of the dub, but it is in very low quality.
The only other episode of the dub available is also in very poor quality, and consists of two parts of "Cabin Fever". There also used to be a better quality camrip of "Wimp on the Barby", but sadly it no longer exists online.
It appears that the Filipino dub doesn't have localized titles for the episodes.

None of the other episodes that have been found include title cards, as well as the intro and credits.

This is the title card of the season 1 episode "Bedfellows" from the European Portuguese dub of Rocko's Modern Life. This is the only surviving title card of the dub. The episode of the dub was previously uploaded on uloz.to, though on December 1, 2023, the site disabled public file sharing, thus making the full episode private, but the full episode has been reuploaded to Google Drive on November 22, 2024. However the link just recently got removed, but I have saved and reuploaded it on my Google Drive.
The only other footage of the dub that exists are the last few minutes of "Leap Frogs" from the same file, as well as another clip on a blog post called "Desenhos Animados".
