2021 Application Guide
For MEXT scholarship student for Kyushu Institute of Technology
Computer Science and System Engineering
We seek applicants who wish to enroll in Kyushu Institute of Technology as MEXT scholarship students for Department of Mechanical Information Science and Technology,
School of Computer Science and System Engineering.

3.Qualification and condition of application
(1) Applicants: Applicants must be graduate level International students who are newly
coming to Japan. They must have demonstrated excellent academic degree and will be expected to maintain a scholastic performance level of 2.30* during the scholarship period. Applicants must also satisfy one of the conditions of language ability (6) as below.
(2) Nationality
Applicants must have the nationality of a country which has diplomatic relations with the Japanese government. Applicants who has Japanese nationality at the time of application is not eligible.
(3) Age
applicant must have been born after April 2, 1986.
Exceptions are limited to case in which MEXT deems that the applicant could not apply within the eligible age limit due to circumstances in the applicant’s country (e.g. military service
obligation, loss of education opportunities due to conditions of war) Personal circumstances (financial situation, family circumstances, state of health, circumstances related to applicant’s university or place of employment, etc.) will not be considered for exception
(4) Academic background
Applicants must satisfy the qualifications requirements to enter a master’s course or
Doctoral course in a graduate school of Kyushu Institute of Technology. (Applicants who are certain to satisfy the requirements with certainly by the time of enrollment are also eligible)
(5) Field of study
Applicants should apply for the field of study they majored at university or related field and the field will be able to study at School of Computer Science and System Engineering (Robotics, Control System)
(6) Language ability
Applicants must have either Japanese or English ability (must be higher than or equal CEFR B2 for English or JLPT N2 for Japanese)
・Japanese
a. Those who have passed level N2 of the Japanese Language Proficiency Test(JLPT) at the time of admission.
b. Those who have completed an educational course in Japanese as their primary language and meet the requirements for admission to Master’s or doctoral course in Japan
c. The host university can confirm that the applicant has Japanese ability equal to or higher than the equivalent level stated above in (1)
・English
a. Students who have a European Common Language Reference Frame (CEFR) score level B2 or higher at the time of enrollment in regular course.
b. Those who have completed an educational course in English as their primary language and meet the requirements for admission to Master’s or doctoral course in Japan
(7) Health
The applicants must submit a medical certificate in the prescribed that the applicants are healthy, and have no both physically and mentally problems in studying in Japan
(8) Arrival in Japan
In principle, applicants must be able to arrive in Japan during period specified by the accepting university within two weeks before and after the starting date of the university’s relevant academic term for that year.
(9）Visa requirement
Applicants shall, in principle newly obtain a “Student” visa at the Japanese diplomatic mission located in the applicant’s country of nationality, and enter Japan with the residence status of “Student” Accordingly, even if the applicant already has other residence status (“Permanent resident”, Long-term resident” etc.), the applicant must change it to the “Student” status and re-enter Japan. Moreover, the applicant should be aware that after expiration of the status as a MEXT Scholarship student and even if the student again applies for their original resident status of “Permanent resident” or “Long-term resident” such residents status might not be necessarily granted. The applicant should also be aware that the scholarship will be cancelled if he/he arrived in Japan without a newly obtained “Student” visa
(10) Non-eligibility
Those who meet any one of the following conditions are ineligible. Even if found after starting of the scholarship period, she/he will have to excused from scholarship.
[1] Those who are soldier or qualified military at the time of their arrival or during
scholarship period in Japan.
[2] Those who are unable to arrive in Japan by the day designated by host university.
[3] Those who received a Japanese Government Scholarship (MEXT scholarship) in the past (including those who withdrew from the scholarship program after their arrival in Japan). Those who were scholarship students of the Japanese government (MEXT) in the past (including those who declined after coming to Japan). However, for research students, those who have more than 3 years of academic or work experience from the month following the last month of the scholarship payment to the month when the scholarship payment starts, or the last Japanese government (MEXT) scholarship received
This does not apply to those who were either Japanese language/Japanese culture training international students (limited to those who have graduated or are expected to graduate from their enrolled university after returning to Japan), Japanese-Korean joint science and engineering undergraduate students, and Young Leaders Program international students. The Ministry of Education, Culture, Sports, Science and Technology (MEXT Honors Scholarship) is not a scholarship student of the Japanese government (MEXT), so you can apply even if you have a history of receiving it.
[4] Those who apply to more than one university for programs commencing in 2021 through the Japanese Government (MEXT Scholarship).
[5] Those who are currently enrolled at a Japanese university with a “Student” status (Ryugaku), and those enrolled, or scheduled to be enrolled, at a Japanese university as a privately financed foreign student during the period when the scholarship application was filed until the start of the provision of the scholarship. However, even if the applicant is currently a privately financed foreign student studying in Japan, this restriction does not apply to an applicant who, at the time of filing the application for MEXT scholarship, will certainly return to one’s home country before the start of the scholarship application period, and who will obtain a Student (ryugaku) visa to come to Japan.
[6] Those who plan to receive scholarships from other institutions (including a government organization of their home country).
[7] Those who are “expected to graduate” from their universities but cannot satisfy the qualification and conditions related to their academic background by the designated date.
[8] Holders of dual nationality at the time of application and cannot verify that they have given up Japanese nationality by the time of their arrival in Japan.
[9] Those who desire, at the time of application, to conduct fieldwork, internship and so on in countries outside Japan.
[10] Those who have finished a doctoral course and do not intend to obtain a doctoral degree.
(11) Others;
A MEXT scholarship will be granted those who are willing to contribute to mutual understanding between Japan and their home country by participating in activities at school and communities during their study in Japan while contributing to the internationalization of Japan. They shall also make efforts to promote relations between the home country and Japan by maintaining close relations with the university attended after graduation, cooperating with relevant projects and events conducted by Japanese diplomatic missions after they return to their home countries.
4. Period of Scholarship
The Scholarship will be paid within the standard duration of the course enrolled after c coming to Japan
※*1 However, regarding the doctoral program (Full term Doctoral Program 5 years ) adoption program, the 1st year to 2nd year is handle as a master’s course up to the third year and a doctoral course form 3rd year to 5th year. Therefore, it is necessary to apply for an extension of the scholarship period when advancing to the third year.
※*2 For programs selected for “Full term Doctoral Program 5 years” it is possible to apply for an extension of the scholarship period for advancing to the Doctoral Program using quota of the program.
※*3 For the selected programs of "Bachelor's Program", "Preliminary Education and Bachelor's Program", "Master's Program " and "Professional Degree Program", It is not possible to apply for extension of the scholarship payment period associated with the advanced course.
※*4 If a person who has been selected under the special quota applies for a university recommendation (research student (general quota)) instead of applying for an extension of the scholarship after the end of the scholarship payment period, please refer to 1. (10) ③.
Travel Expenses
(1) Travel to Japan
In principle, the Ministry of Education, Culture, Sports, Science and Technology will issue flight tickets by designating travel dates and routes. The flight ticket will be a lower-grade flight ticket from the international airport closest to the place of residence of the foreign student (in principle, within the nationality of origin) to the international airport used by the host university as a normal route in Japan.
In addition, the international students must pay for their own domestic travel expenses from the student's residence to the nearest international airport, airport taxes, airport fees, special taxes on travel and travel expenses in Japan (including air travel expenses) travel insurance, travel insurance, expenses for personal belongings and separately shipped baggage.
For those who do not have a diplomatic mission in their country of nationality and drop in at a third country to apply for a visa or who do not have direct flights from their country of nationality, travel expenses, accommodation expenses, etc. in the country of stay shall be borne by themselves. The Ministry of Education, Culture, Sports, Science and Technology will only issue air tickets from the country of nationality to the country of stopover and lower class tickets from the country of stopover to the international airport used by the host university as a normal route in Japan.
In principle, the "place of residence" should be the "current address" stated in the application form. If the applicant will move within his or her nationality before coming to Japan, the address listed in the application form will be accepted as the "place of residence" and airfare will be arranged from the nearest international airport.
(2) Return travel expenses
In principle, the Ministry of Education, Culture, Sports, Science and Technology will issue air tickets to international students who have graduated from university or completed research, and will return to Japan within the month when the scholarship period ends as specified in “(2) Scholarship period” above, based on their application.
The international students must pay for their own travel expenses, airport tax, airport charges, and travel expenses from their place of residence in Japan to the nearest international airport, airport special taxes, domestic travel expenses (including expenses for air travel), and special taxes on insurance, travel insurance, and expenses for personal belongings and checked baggage.
If student returns to Japan before the end of the scholarship period, due to personal reasons and the reasons in "4.Suspension of scholarship payment”, student will not be provided the return travel expenses.
In addition, if student continues to stay in Japan after the scholarship payment period ends (eg going to school in Japan, employment), you will not be provided with the return travel expenses.
(3)Tuition and Other Fees
Fees for the entrance examination, matriculation, and tuition at universities will be paid by
the accepting university.
5. Conditions for Revocation of Scholarship
MEXT will stop paying scholarship when one or more of the following cases and MEXT may order applicable students to return a part or all of scholarship already provided.
a. When a false or wrong statement is found in the application documents.
b. When a student violates any articles of the pledge to the Minister of Education, Culture, Sports, Science and Technology.
c. When a student violates Japanese laws and regulations, and is sentenced to imprisonment with hard labor or imprisonment for one year or longer indefinite term.
d. When it becomes certain that a student is unable to complete the enrolled course within the standard time period because of poor academic performance, suspension or long absence from the university.
e. In case of dismissal, suspension, admonition, or similar disposition as a disciplinary measure in accordance with the university’s academic rules.
f. When a student arrives in Japan without obtaining, or renewing their residence status as “Student,” or when one’s status of “Student” has changed to a different status.
g. When a student has received a scholarship from other institutions (excluding those specified for research expenditures.)
h. When a student advanced to higher level course without obtaining approval for the extension of the scholarship period.
i. When a student left or withdrew from the university in which they originally enrolled and transferred to a different graduate school.
j. When the academic performance coefficient at each time of year falls below 2.30* or the academic performance standards set by the university.
Grade Point Average (GPA) Conversion Method
Applicants must have a minimum of 2.30 GPA, which is calculated by the following calculation method
([No.of GP3 Credits] ×3) + ([No.of GP2 Credits] ×2) + ([No.of GP1 Credits] ×1) + ([No.of GP0 Credits] ×0)
Total Number of Registered Credits
（NOTE 1）For courses in which credits are not earned, the number of credits will be calculated on the basis of the number of courses completed.
（NOTE 2）If applicants have transferred university, the credits earned in the latest university are used to calculate the GPA.
（NOTE 3）The courses of which grades do not fit in the terms of the evaluation scale above (such as "Certified", or "Approved" "Pass/Fail,") will be excluded.
（NOTE 4）GPA scores will be rounded down to the second decimal place.
Application Documents
- all the documents must be prepared in English or Japanese. Documents in languages other than English must be accompanied with a translation in English or Japanese.
We prefer translations to be issued by the university or government agency and bear a stamp or embossed seal of the school or the agency and the signature of the authorizing official.
