The issue here is is that this is basically microsoft and intel FORCING netflix to use the igpu and you are simply not given an option here. The best you can do is run it in a browser and force the browser to use the gpu and hope for the best.

WiFi appears to have been the issue even with QOS ( Quality of Service ) set for that devices and giving it bandwidth priority.
