The issue is that these computers show the printer in question, which is installed on a Windows Server 2003, in the printers and faxes window, but cannot connect to it. I used the xen.ini to get my SMB working. After the Xen.ini started working I noticed a few differences Vs when I manually entered the information using the Admin mode.

The documentation suggests to use \\Host\Printer format which I initially followed but the settings that worked are \FQDN\IP address of the print server\printer. Notice the single slash vs the double slash documentation suggests. Also, even though the device can ping the print server by name but it only worked when I entered the IP address of the print server.

The Printer Identification should have the printer driver name exactly the same as installed on the server. I am using HP Universal Printing PCL 5 driver. I can use this for any HP printer.

After enabling, I was able to send the Test Print job that prints the test in ASCII.

With the session printer policies enabled, upon logon it will create a printer and your ICA Printer Configuration tool will show the printer to be connected/allowed.

Note: If you have the "Use Only Universal printer driver" enabled, session printers will not be created. The policy that works for me is Use Universal printer driver if Native is not available.

I also tried to use printer mapping and tried to map it to Citrix Universal Printer but it didnt work.
