But I was able to fully download the game once with my WIFI after 2-3 days when the slow download speed was automatically solved and I got 7-8 MBps speed.

There are some games that scale extremely well with RAM speed and latency. Overwatch is one that im aware of ( _benchmarks_with_different_ram_speeds/ ) , and also MW/Warzone. I knew that RAM speed mattered in gaming for quite some time, but i was always under the impression that, other than edge cases, the differences were minuscule. The results below exceeded what i was expecting, by quite a wide margin actually. For intel systems ram speed matters as well, just not quite as much as Ryzen thanks to the infinity fabric, but thats another topic of discussion.

That sounds about right for a 13400F when gaming. You should have bought a 13600K. These can run all of the performance cores at 5100 MHz when the power limits are adjusted. No overclocking required. You can run this speed on a B760 board.

Edit - The maximum multiplier for a 13400F when gaming is 41. Your CPU is using the 41 multiplier so it is running at its rated speed. The 46 multiplier is only available when a single core is active. Games activate multiple CPU cores. You will not see the 46 multiplier when playing any game.

The advantage of the 13600K is that it can use the 51 multiplier whether 1 P core is active or all 6 P cores are active. That is an almost 25% increase in CPU speed. Faster P cores and twice as many E cores allows the 13600K to score over 24000 in Cinebench R23 while a 13400F will score less than 16000.
