In theory a stiffer overall chassis should reduce the speed penalty for off center hits. While I agree that the COR and CT limit the max balls off the face on good hits, there does seem to be room to improve off center.

@James Allen: Actually the Increase Buff speed does not stack. The number you are referring to is the turn duration of the buff before it expires. Stacking buff means having multiple buff icons applied to a champion rather than overriding. This can be seen from Continuous Heal buff.

If apothecary goes first with 150 speed, and places a speed increase on someone with 100 speed,
