However, there are no smart playlists in my Music app at all. It isn't listed as an option anywhere. I should specify that I do not use iCloud to manage my library because I don't want to have to pay for storage. So I prefer to download music and videos from my Mac to my phone. However, once again, when I'm away from my wifi, it wants to use my cellular data to access my library, which I don't want. Yes, if you can recover your backup files you should be able to add them to your Music library and have them play. Have you checked to see if they exist in your media folder? Assuming you migrated from iTunes to Music at some point it might simply be the case that the migration didn't include all your music videos.
