Obviously empowering any dragon makes it better, but just because you can doesn't mean you should. Specifically, empowering (most) dragons takes time, and time is your enemy when you can only recall and empower one dragon at a time. You don't want to be in a situation where spending all your time trying to build up Red Woods because you bred 4 of them for the puzzle event and you're waiting to recall the Kratus you just hatched.

Epic - Epics are good to empower if A) you have no legendaries to work on, B) you are able to breed them easily, or C) have a ton of orbs sitting around (arena or alliance rewards for instance). Pure gets maxed often because Pure is the 'fail' dragon of a Pure/Pure breed for Legacy dragon and Pure/War for Kratus, and at +85% it can hang with 2* legendaries. Gorge gets built because its easy to breed (Primal/Pure), relatively short times to deal with, and its element set is especially useful. Pure hybrids? I don't really feel they are worth the time (longer than Gorge and worse elements), but 5* versions aren't pushovers either. It's not that they are bad, it's just that better is available at lower times to boot.

Legendaries - Empowered legendaries are rulers of the top tier for F2P players, and at 38% per star level are always worth the time to empower, regardless of the dragon. They are especially important for Masters 1 because Heroics are banned, so you need beefy legendaries to clear it. The trick to getting legendary orbs is to target the easily breedable ones, like Kratus (Pure/War lv 16+), or any of the Breeding Sanctuary legendaries (Abyss, Mirage, etc.). I was just doing dragon rescue at a COMMON level but I can't beat it because the boss is level 54 with a 554 speed stat which made it impossible to beat for me because I only have Lv. 35 dragon as my highest level dragon (for now). Also in PvP I got more losses than usual because of this new Speed stat.

My suggestion is to remove the speed stat completely or make an individual speed stat for every dragon based on their description. If this continues the game will remain unbalanced and low leveled players will quit the game.
