To qualify for LIHEAP, the applicant must have an income that falls within the program guidelines. Priority for service assistance is determined based on vulnerable household members. Higher priority may be granted if someone in your home is a senior citizen (60 years of age & older), a person with disabilities, a veteran, or a child under six years old. Additionally, a benefit will not be awarded to any applicant with a credit of $500 or more on their utility bill.

Programs that will initially be included in the single application process are the Energy Savings Assistance (ESA) program, the California Alternate Rates for Energy (CARE) program, and the Family Electric Rate Assistance (FERA) program. ESA, CARE, and FERA are income-qualified programs available to households at or below 250 percent of the Federal Poverty Guidelines. ESA provides no-cost, direct install energy efficiency upgrades and services. CARE and FERA provide discounts on electric and natural gas utility bills. Additional programs in other industries may be added to the process in the future.

A working group will be formed to help create the web portal that consists of the CPUC, utility staff, representatives of non-energy (i.e., water and telco) utilities, staff from other California state agencies, and community-based organizations and/or other stakeholders.

Senate Bill 1208 (Hueso, 2022) requires the CPUC to develop an application system by June 30, 2024, allowing ESA, CARE, and FERA customers to apply, or begin to apply, to multiple low-income programs through a single process. The legislative intent of SB 1208 (Section 1) is to improve the application process for all low-income utility customer assistance programs, which would include energy utilities and other utilities.

Utility assistance is funded by different State and Federal programs and carries varying qualification guidelines. If your annual income falls at or below the 150% FPL, you may qualify for utility assistance. Note that other factors are considered in addition to income.

Applications submitted before the application portal closed on January 20, 2023, including applications from subsidized housing tenants whose rent is limited to a certain percentage of income (including public housing, section 8 and FHEPS), are being reviewed and processed in the order received, consistent with State law and program rules.

The New York State Emergency Rental Assistance Program (ERAP) will provide significant economic relief to help low and moderate-income households at risk of experiencing homelessness or housing instability by providing rental arrears, temporary rental assistance and utility arrears assistance.

Certain communities that received funding for emergency rental assistance directly from the federal government opted to administer their own programs. Residents, with income up to 80 percent of the Area Median Income (AMI), of the towns of Hempstead, Islip and Oyster Bay are not eligible for assistance from the state-administered program and should apply with their local programs for emergency rental assistance.

The Low-Income Household Water Assistance Program (LIHWAP) was a temporary emergency water/wastewater program that helped low-income households and families during the COVID-19 pandemic. It was used to fund a one-time benefit for eligible households who had water/wastewater services with a participating Indiana utility vendor. This funding was available to be used through September 2023. At this time, LIHWAP is closed with no additional funding available.

The Moratorium law (Indiana Code 8-1-2-121) states that from December 1st through March 15th of any year, a regulated utility company may not turn off residential utility service to any customer who is eligible for and who has applied for the Energy Assistance Program. Moratorium protection applies once a household submits an application and allows the Local Service Provider time to determine eligibility, so please inform your utility provider if you have submitted an application for assistance and you are scheduled for disconnection . This includes utilities that are electric or gas, including municipally owned, privately owned, or cooperatively owned utilities.

Please note that an LSP has 10 days to determine eligibility of an EAP application when an in-person appointment takes place, and 55 days to determine eligibility of an EAP application when the application is delivered by other means, including but not limited to drop-off, mail, fax, e-mail, an electronic portal, or by proxy. When a heating crisis situation exists (defined as when a utility disconnection notice has been received, utility has already been disconnected, propane or fuel oil at or below 25% of a tank, or within 10 days of running out of other bulk deliverable fuel), LSPs must provide a mitigating action within 48 hours. In cases where a life-threatening crisis situation exists (defined as when a utility is already disconnected or bulk fuel heating source is depleted and there is a documented medical need in the household with an extreme safety concern), LSPs must provide a mitigating action within 18 hours. A mitigating action may or may not necessarily include determining eligibility of an EAP application within this time frame.

Each day in Palm Beach County, hundreds of families are faced with utility service disconnection. The Low Income Home Energy Assistance Program (LIHEAP) is designed to provide financial relief from high-energy costs to prevent service disconnection for families in crisis. Services include crisis utility and HVAC system replacement (only for homeowners).


Extensive Outreach Campaigns are conducted to ensure maximum participation of the neediest families. Particular efforts are made to serve the elderly and those with special needs, including home visits and group intakes.

The Payment Assistance for Gas and Electric (PAGE) Program provides relief on gas and electric bills for low- to moderate-income New Jersey households (see income limits above).
