This organization serves all individuals with a South Carolina ID card.

Funded by the US Department of Health and Human Services, the Low Income Home Energy Assistance Program (LIHEAP) provides home energy assistance to help eligible low-income households meet their home heating and/or cooling needs. LIHEAP seeks to prevent households from using unsafe alternatives for providing heat and cooling. LIHEAP offers bill payment assistance and energy crisis assistance. The amount of assistance provided depends on a household's income and its energy costs.
The website indicates applications can be downloaded online, but there is no link for an application.

Once the application is filled out, the following documentation is required:
Proof of tenant’s Social Security Number (name must match SC ID)
Proof of a picture South Carolina ID
Social Security Cards or official documents with Social Security Numbers (no copies allowed)
Proof of total household gross income for the past 30 days (including utility checks if applicable)
Any person in the household 18 years of age or older must have an unemployment printout if they have no income
Tenants receiving social security or social security income may use their 2020 award letter.
Self-employed individuals must have their 2019 income tax documents to include a Schedule C
If disabled, proof of federal disability benefits
A current bill for Direct/Assistance AND/OR A disconnect/cutoff notice for the Emergency Crisis Intervention Program
Households must provide proof of emergency to apply for ECIP
A heating bill must be in the name of the applicant OR another household member 18 years of age or older (must provide proof that the member resides in the household) OR a deceased spouse’s name (no longer than 12 months, proof needed)
Any resident of Richland county qualifies if they:
Are 60 years of age or older
Live alone
Receive less than $25 in SNAP benefits
Have been diagnosed with a chronic illness that can be controlled with diet and exercise
Total household income is 125% of the Federal Poverty Guidelines or less
Is willing and able to attend monthly nutrition and exercise classes as well as health screenings
