Transnational Water Security Research Launched with Top UK, US, and Swiss Teams

面對氣候變遷挑戰，國立成功大學資源工程學系葉信富教授參與了由英國 NERC 與美國 NSF-GEO 共同推動的四年期「深層山體補注研究」國際合作計畫。本計畫臺灣團隊由成大、中興工程顧問社與工研院組成，與英國地質調查所、美國俄亥俄州立大學及瑞士聯邦水科學與技術研究所等國際頂尖機構跨國攜手，共同解密深層山體地下水，維護未來水資源安全。2026年5月，國外團隊特別來臺進行深度交流，期間除拜會地調礦業中心共商未來合作契機，亦舉辦關鍵推進工作坊。此國際合作不僅有效整合跨領域資源、勾勒出清晰的研發藍圖，更期盼結四國專家專業，將尖端研究成果具體轉化為深遠的社會與產業效益。

In response to climate change, Prof. Yeh from the Department of Resources Engineering is participating in a four-year international project, "Delving Deep into the Mountain Block for Future Water Security," backed by the UK's NERC and the US's NSF-GEO. The Taiwan team—comprising NCKU, Sinotech, and ITRI—is collaborating with world-class institutions from the UK, US, and Switzerland to decode deep mountain groundwater and secure future water resources.　Following a successful bilateral exchange and research workshop in Taiwan in May 2026, this cross-disciplinary initiative has established a clear collaborative blueprint. It aims to combine international expertise to translate cutting-edge scientific research into tangible social and industrial benefits.

楊亞欣博士近年與英國地質調查所(BGS)學術合作，針對氣候變遷下的水資源壓力，利用簡化參數模型 AquiMod 評估臺灣中部山區地下水。此研究揭示了未飽和帶參數對地下水補注的關鍵影響，為地形複雜、數據有限的山區水資源永續管理提供實用的評估架構。

In collaboration with the British Geological Survey (BGS), Dr. Ya-Sin Yang addressed water resource pressures by using the lumped parameter model AquiMod to assess groundwater in Taiwan’s central mountains. By highlighting the impact of unsaturated zone parameters on recharge, this research provides a practical framework for sustainable water management in data-limited, complex mountainous terrains.

資源工程學系葉信富教授於 2024 年 7 月再度率領「臺英合作研究計畫」團隊赴英。團隊首站前往英國地質調查所（BGS Wallingford）進行雙邊計畫成果研討，隨後拜訪伯明翰大學與布里斯托大學，以專題演講全面展開學術交流。在伯明翰大學，團隊與 Stefan Krause 教授針對全球環境變遷對地表/地下水耦合、污染物遷移等領域進行深度討論；隨後前往布里斯托大學，與長期開發英國水文預測模型 DECIPHeR 的 Gemma Coxon 教授團隊，以及專精地下水動力學數值建模的 Shams Rahman 教授團隊交流。此行成果豐碩，為臺英兩國在極端水文氣候與水資源管理領域，奠定了具國際影響力的長期合作根基。

In July 2024, Prof. Yeh led the "Taiwan-UK Joint Research Project" team to the UK for a second time. The delegation first reviewed project milestones at the British Geological Survey (BGS Wallingford), followed by academic exchanges at the Universities of Birmingham and Bristol.Through formal keynote presentations, the NCKU team engaged with Professor Stefan Krause's group at Birmingham on surface-groundwater coupling. At Bristol, they exchanged insights with Professor Gemma Coxon's team (developers of the DECIPHeR forecasting model) and Professor Shams Rahman's group on groundwater dynamics modeling. This successful trip significantly broadens Taiwan-UK international collaboration in climate-resilient water resources management.

[Taiwan-UK Collaboration] Prof. Hsin-Fu Yeh's Team Welcomes BGS Experts to Taiwan

國立成功大學資源工程學系葉信富教授研究團隊執行國科會國際合作計畫「臺英合作研究計畫－氣候變遷下的地下水資源」，與英國地質調查所進行為期兩年（2022-2024年）的研究合作計畫。英方計畫主持人Dr. John Bloomfield率領英方研究團隊，包含Dr. Jonathan Mackay、Dr. Kathryn Leeming及Dr. Christopher Jackson 於2023年11月訪問臺灣。英方訪問期間，除了雙方研究計畫內容的交流討論，系上亦安排英方研究團隊參訪成大水工試驗所，並且至屏東平原現勘二峰圳伏流水工程、大潮州地下水人工補注湖及林邊溪下游伏流水取水站等設施。

Prof. Yeh’s research team from the Department of Resources Engineering at NCKU collaborated with the British Geological Survey (BGS) on a two-year (2022–2024) NSTC-funded project, "Taiwan–UK Joint Research Project—Groundwater Resources in a Changing Climate." In November 2023, UK Principal Investigator Dr. John Bloomfield led a BGS delegation—including Dr. Jonathan Mackay, Dr. Kathryn Leeming, and Dr. Christopher Jackson—on an academic visit to Taiwan. In addition to technical discussions, the UK team toured the Tainan Hydraulic Laboratory at NCKU and conducted field inspections across the Pingtung Plain. They examined key water engineering facilities, including the Er-feng Irrigation Scheme, the Great Chaozhou Artificial Groundwater Recharge Lake, and the Linbian River subsurface water intake station, significantly deepening bilateral scientific exchange.

CMES Special Issue Call for Papers: Advanced Numerical and Data-Driven Modeling for Geoengineering and Subsurface Systems

In modern geo-engineering and subsurface resource development, environments are inherently complex, characterized by extreme geological heterogeneity, inaccessible domains, and dynamic, nonlinear behaviors. Traditional empirical or simplified analytical approaches often fall short in accurately predicting system responses under such demanding conditions. To ensure the safety, sustainability, and efficiency of these critical systems, it is essential to develop and apply advanced numerical and data-driven modeling techniques. These modern methodologies provide robust and predictive frameworks capable of deciphering complex subsurface phenomena, optimizing design, and supporting reliable decision-making processes.

We invite original research papers focusing on the advanced modeling of geo-engineering and subsurface resource systems. The scope of this Special Issue encompasses a wide spectrum of critical applications, ranging from traditional geomechanics to modern energy and environmental challenges. These include slope stability, tunnel engineering, groundwater management, oil and gas extraction, geothermal energy recovery, carbon capture and storage (CCS), underground energy storage, nuclear waste disposal, land subsidence, and seawater intrusion. We encourage submissions that leverage cutting-edge computational or data-centric methods to tackle the intricate challenges within these domains.

Strengthening International Ties: NCKU's Taiwan-UK Research Team Visits BGS

由國科會核定的臺英雙邊協議國際合作計畫「氣候變遷下的地下水資源」，由國立成功大學資源工程學系葉信富教授領導團隊與英國地質調查所（BGS）攜手推進。為深化雙邊研究能力，團隊於 2023 年 7 月遠赴英國地調所總部及生態與水文研究中心進行為期一週的學術研討，並實地考察奇爾特恩丘陵白堊地形等重要水文地景。本計畫由台英雙方專家共同主持，聚焦於「地下水乾旱、河川基流分析、地下水乾旱預報」三大核心領域。團隊指出，此合作發展的創新理論與獨特性資料，能有效評估氣候變遷對地下水資源的衝擊，其研究成果不僅將為台英兩國的乾旱管理規劃做出實質貢獻，更成功在水文科學領域建立具國際影響力的長期合作關係。

The NCKU research team leading the NSTC-funded project, "Groundwater Resources in a Changing Climate," conducted a high-level academic visit to the British Geological Survey (BGS) in July 2023. This bilateral initiative aims to foster knowledge sharing and enhance research capabilities against shared groundwater drought challenges.During the exchange, the engaged in intensive seminars at BGS and the UK Centre for Ecology & Hydrology (UKCEH), touring advanced facilities and conducting field studies at key hydrological sites like the Chiltern Hills. Focusing on groundwater drought, baseflow analysis, and forecasting, the collaboration integrates innovative theories and unique datasets to improve climate impact assessments. The team notes that these breakthroughs will significantly contribute to global water resource management while establishing a long-term, highly influential academic partnership between Taiwan and the UK.

Dr. Hsin-Fu Yeh, a professor in the Department of Resources Engineering at National Cheng Kung University (NCKU) in Taiwan, has established a notable career in the field of environmental and hydrological engineering. He obtained both his M.S. and Ph.D. degrees from NCKU, completing his doctoral studies in 2008. Following his Ph.D., he furthered his research as a visiting scholar at the Department of Civil & Environmental Engineering at Colorado School of Mines, USA. Dr. Yeh specializes in hillslope hydrology processes at the basin scale, with a significant focus on hillslope stability and watershed hydrology in recent years. His work has been highly influential, reflected in over 90 published papers and an h-index of 26, with more than 2,800 citations according to Google Scholar metrics.

He has led several major research projects funded by the National Science and Technology Council (NSTC) in Taiwan. These include the "Basin Storage Dynamics project," where he employed the Brutsaert method to analyze river basins and groundwater storage trends in northern Taiwan. His projects often explore the impacts of climate and land-use changes on catchment hydrology. For instance, in the project titled "Basin and Storage Characteristics under Environmental Change," he analyzed environmental impacts using changes in the normalized difference vegetation index (NDVI). Facing the challenges of climate change and its implications on water resources, Dr. Yeh has also studied the characteristics of droughts in Taiwan using stochastic Markov chain models and wavelet analysis to understand the connections between atmospheric circulation and precipitation patterns. His most recent project, "Evolution of Land Subsidence and Sustainable Management Strategies in Critical Zone," investigates the impacts of human activities on the surface water-groundwater systems in subsidence areas through the use of streamflow recession techniques to estimate groundwater storage properties.

Dr. Yeh's work not only contributes to academic knowledge but also plays a crucial role in developing sustainable strategies to manage water resources in Taiwan, particularly in the context of increasing environmental challenges.
