According to DPO No. 2024-1559 dated March 13, 2024, the following are responsibilities of the LD Team:
Ensure compliance of the HFDB with the Administrative Order No. 2021-0007, “Guidelines on the Integrated Learning and Development Management System of the Department of Health (DOH);”
Ensure staff and personnel are oriented and updated on the DOH and Office QMS;
Ensure concerned staff and personnel are able to evaluate and/or provide feedback on their learning and development;
Prepare and submit learning and development reports to QMR;
Report or provide feedback on the status and conduct of activities of the Team;
Recommend changes or areas for review in the Office QMS; and
Coordinate with the DOH QMS Learning and Development Committee.
A Learning and Development Officer (LDO) is designated in the Health Facility Development Bureau as requested by the Health Human Resource Development Bureau and in accordance with Department Personnel Order No. 2018-5328, "Designation of Permanent and Alternate Learning and Development Officers for the Bureaus and Offices in the Department of Health - Central Office," as amended. The functions of the LDO are as follows:
Coordinate and facilitate learning and development needs assessment (LDNA) in the HFDB.
Consolidate the LDNA results and prepare the HFDB's learning and development plan (LD Plan) based on the derived results.
Coordinate with HHRDB for the review and clearance of Learning and Development Interventions (LDI).
Disseminate within HFDB copies of LDI to encourage participation cor enrolment of personnel.
Provide technical assistance to HFDB pertaining to learning and development (LD) management guidelines and processes.
Coordinate and facilitate the accomplishment of the following monitoring and evaluation tools: a. Level 1 evaluation (reaction), b. Level 2 evaluation (knowledge), c. Level 3 evaluation (behavior), learning and development provider feedback form.
Maintain safekeeping of LDNA results, LD plan, LD evaluation results and other records pertinent to LD management.
Assist in the HFDB planning that includes LD management issues and concerns.
Ensure compliance with the requirement for competency-based Instructional Designs of activities/programs for Continuing Professional Development (CPD) accreditation.
Attend learning and development officers meetings.
