(Without the context of the fic this is based on, it’s really tough to piece this together.  My best guess is that Alfred confessed to Arthur, who denied his feelings, prompting Al to leave / put himself in harm’s way- so the second half is his last phone call among the debris, with Arthur returning the confession before Al dies.  …I think?)
