Mr. Butterfly is a liberation head of the Institute department. He is an intelligent man with a fascination for insects. Mr. Butterfly or simply Mr. B was brought into liberation for his skill in creating a wide variety of medicine and tonics, his vast knowledge on anything and everything in the field of science and his ability to collect vital information and use it accordingly. Underneath his eidetic memory and expertise, Mr. B is a man who enjoys solitude and would much rather spend time with his bugs than with his people. Because of this, some people in the institute department have never seen their head or are unsure if he even exists. It doesn’t help that he is someone with a meek personality and a weak presence so people rarely notice they’re in the same room as him! Mr B’s task, although a lot of it is paperwork that keeps him office bound, also includes data collection and experimentation which requires him to be out in the world collecting data and samples for medicine back in the liberation labs. In a perfect world (or a perfect apocalypse for that matter,) Mr B. would be with the love of his life who unfortunately lost her memories of him, so now he follows her wherever she goes, even if it means only being able to see her in their liberation head meetings.

Though the leader of the most well-known department of the Liberation, Samanta might as well be the one shrouded in most of the mystery. Eloquent, affluent, and everyone's favorite aunt, she handles the people as if it were child's play, skillfully managing their hopes and expectations towards the organization into a fully-bloomed flower comparable to a matured flora that has existed ever since the start of the apocalypse. Haven't you heard? It's through flesh, blood and metal did she carve herself out of the apocalypse and managed to stay alive. Are you still human when you're no longer made of merely flesh and bones? When a whole part of your body has transformed into a cold, unfeeling chunk of iron that's capable of shooting down a towering monster that took dozens of lives with a swipe of their hand? Why, yes, of course, dearie~! We all have to to do whatever it takes so we will be safe from harm, even if it means sacrificing an arm to come out of a bloody battle alive. Samanta is the CORE leader; the department for the remnants, the sector for the people. She's on top of the pyramid yet she still reaches out a hand, both warm and cold, to anyone who needs it--she, after all, is the one who plants the hope in their hearts and lets it flourish akin to a centennial tree.

Cleianne Whitlock
♕ Armory Department Head ♕
Infamously known as Faux-Head of the Liberation, it is not surprising how often Cleianne "Cleia" Whitlock gets questioned whether or not she deserves the position of being the head of the offensive department of the supposedly organization of the people. What's more is that she is not usually seen nor interacted with by her subordinates, with only having passing-by testimonies reporting her to have a cowardly nature akin to a child. She often locks herself away inside her offices, only letting a few people pass through her doors, with her former butler and current S-Class Officer being the one to officially oversee her departmental head responsibilities. How irresponsible, what kind of nepotism is this? Is it solely because she was extremely wealthy that she stands as the head? Is it because being known as the leader of an enormous organization can easily garner safety compared to a no-named child, and that's why she's the leader and not the S-Class beneath her--the one doing everything that she's supposed to do? Alas, alas, what sadness. What these rumors do not realize, is behind the tears of the coward were bright golden eyes that only peeked out when the moon is nigh, and that the fierce judgments of the Armory Department were not bestowed by a cold, merciless elder, but by a wise woman half his age--the one with a heart that goes to the people, but a twisted mind that desires control.

They are the highest-ranking officers in the Liberation, only second to the Department Heads themselves, and are entrusted with safeguarding the latter. They are also able to handle the departmental matters as well as the city of Sanctum in the absence of their respective heads. A-Class officers possess considerable autonomy and authority within the Liberation, empowered to initiate and oversee high-risk missions independently. They are likewise tasked with managing the six districts outside the Sanctum, ensuring the smooth operation of vital functions in each area as well as the safety of the remnants underneath them. B-Class officers form a substantial group of skilled individuals deployed for various tasks and missions under the authority of the higher-ranking officers, usually grouped underneath a name of an A-Rank Officer. They are usually tasked with guarding the perimeters of city districts, constituting as a critical element of defense against external and internal threats. Trained for battle and equipped with specialized skills, B-Class officers play a vital role in maintaining security and protecting the populace from imminent dangers.

C-Class officers, known as Gatherers and Common Officers, fulfill essential roles within civilian premises, ensuring peace and distributing rations to the populace. Common officers play a crucial role in maintaining order, and are usually tasked with monitoring and reporting changes in their assigned areas. Gatherers, on the other hand, venture into plant-infested areas to gather vital materials necessary for survival. C-Class Officers have the lowest rank and are underneath all the sectors of the Liberation. They thus have the Pawn Symbol etched into their armbands instead of a specified department. For generalities, they have a specified B-Class CORE officer that they may report to just in case.
All officers are trained for battle and are required to have knowledge of battle. Thus, C-Class Officers can therefore still be discharged into battle when needed.

Only the officers in the same department may interfere with the matters of the officers in the same department, with the exclusion of the orders of the Department Heads themselves as well as their respective S-Class Officers. This means, for example, that the leadership of a A-Class CORE Officer has no bearing towards a B-Class INSTITUTE Officer. The B-Class INSTITUTE Officer may choose to follow the orders of the A-Class CORE officer, but they may also decline it on the grounds that the A-Class CORE officer has no authority over them as they are only mandatorily required to obey their own superiors of the same department. C-Class Officers, however, have a compulsory obligation to follow all superiors no matter the department as they are, in essence, underneath the authority of all the departments. In the matters of A-Classes in the same department having bestowed a conflicting order to an individual, the B-Class must follow his direct A-Class superior.
