Yes. You can download any podcast episode and listen to it offline. New episodes from shows you follow will be automatically downloaded. And you can find all your downloaded episodes in your library in the Downloaded section.
Have you used the Apple Podcast app much? If not then you should before you spend time adding a lot of subscriptions to make sure it does what you need it to do. The App is clunky, unfriendly, un-organizable and drives me (and many others) mad. It sounds like podcasts are a big part of your listening life (unlike me) so there might be better alternatives and I'd do some research first if I were you.

For anyone else who has been dealing with this but has already confirmed that your apple account is valid (i.e. has a payment method, etc.), but still cannot create an account through Apple Podcasts Connect, I spent several hours on the phone with support the other day to discover this:
Apple Developer Accounts cannot currently be used to create a Podcast account. If your apple ID is a Developer Account, Apple currently has no fix available. The solution is to create a new AppleID solely for the purpose of podcasting and use that one.
Note that the process of creating a secondary apple id is a giant pain. You'll need a non-apple email address because you can't create apple ids through the website (appleid.apple.com) with any email address ending in `icloud.com`. After creating the account, you'll need to "activate" it by logging into it on an apple device (maybe through a guest account on your laptop) and then add a valid payment method. After all of this, you'll be able to head back to Podcasts Connect and create your account with the new Apple ID.
This is needlessly complicated and orders of magnitude more difficult than publishing podcasts to literally any other platform. I hope Apple manages to fix the issue before long, but until then, I hope this is helpful.
This has been a problem for many people: indeed almost every post from people who are creating podcasts is about this rather than issue with their own podcast. As it's internal to Apple I can only offer the following standard advice, which may or may not help; probably it won't but there really isn't anything else I can suggest.
Don't present this as a podcasting problem - they don't handle those and will refer you to Podcasts Support. Present the problem as being the inability to access Podcasts Support. It's also been suggested that getting them to look at your Apple ID may clear matters: do you have a Developer ID? Someone else found that his didn't work and when he created a normal ID it worked.
I do have a developer account / ID attached to my Apple ID, so maybe there is something there. However, I'm not sure I can uncouple my Developer ID and my Apple ID without causing tons of other issues. I guess I can use a different email address to create a totally new Apple ID but then I'll be logging in and out of multiple Apple IDs for all my regular stuff vs uploading and managing podcasts... less than ideal but if that's the only solution it might be what I have to try...?
2. Open the podcast app and wait a few seconds for the app to stabilize (some podcasts that were synching or downloading in the background may pop up and appear. When everything stops moving around, close the app again.)

Every podcast you create should be submitted to the Apple Podcasts directory. Unlike other platforms (like Spotify and Google Podcasts), Apple still requires you to submit your podcast feed manually. You must access Podcast Connect and submit your podcast's RSS feed there.
It's often better to create a new Apple ID that you'll use primarily for podcasting. This is especially important if you're creating a podcast for work. This is the account you'll be using to access Apple's podcast portal (Podcast Connect) and to see Apple's podcast analytics.
On a podcast host (like Transistor), you can upload your audio files. You'll also edit show details, add cover art, create episodes, and generate an RSS feed for your podcast. It's the RSS feed that you'll be submitting to Apple.
Many podcast directories (Podchaser, Overcast, Pocket Casts, Breaker, Castro, Listen Notes ) use Apple's directory as their "master copy." If your show is on Apple Podcasts, it should automatically show up on most of the other directories. (You can still submit your show manually to other platforms. I explain how here).
You should base your podcast on a topic you're interested in and curious about! It could be a hobby you're passionate about (long-distance running, reviewing romance novels) or a business topic related to your career (marketing a main street business, public speaking at tech conferences). You can also think of terms people might be searching for, like 'best podcast for anxiety' or 'best podcast for camping'.
If you already have a PC or tablet, the only equipment you'll need is a USB microphone. The Samson Q2U is a good choice, and only costs $60. Recording and editing software can be free (GarageBand or Audacity). And podcast hosting, like Transistor, is affordable on a monthly basis. It's possible to start a podcast for under $100.
For instance, The Daily and Dateline both publicly touted reaching over a billion total downloads. But representatives for these shows would not say if those numbers or other impressive daily or weekly download stats are still accurate, though several of the biggest podcasts acknowledged privately to Semafor that they had seen noticeable declines, and were still trying to determine the actual size of their audience following the change.
