This book offers an analysis of educational financing in Latin America and the Caribbean (LAC), highlighting that, while investment in education is essential, efficiency and effectiveness in the use of resources are decisive for improving learning outcomes and reducing educational gaps. Based on interviews and documentary analysis in 22 countries in the region, a conceptual framework is proposed that articulates the operational dimensions of financing—mobilization, distribution, execution, and monitoring—with the normative principles of adequacy, equity, efficiency, and transparency.
Chapter 1 examines strategies for mobilizing greater resources toward the education sector, analyzing budget allocation processes, recurring challenges, and the diversity of funding sources, including subnational governments, households, and international organizations. The relevance of rigorous costing studies as a tool for informed planning is highlighted.
Chapter 2 delves into resource distribution mechanisms, addressing the criteria and formulas that enable equitable and effective allocations among territories and schools.
Chapter 3 focuses on budget execution, understood as the process through which financial resources are translated into concrete improvements in the school environment. Different management models (centralized and decentralized) are analyzed, as well as the technical capacities necessary for effective implementation.
Chapter 4 addresses the monitoring of public spending on education, a key component for ensuring transparency, accountability, and evaluation of the impact of investments. Regional experiences in monitoring systems are presented, and the importance of having timely, quality information is emphasized.
The conclusions synthesize the study's main findings and propose recommendations aimed at optimizing the mobilization, allocation, execution, and monitoring of educational resources, with the objective of advancing toward more equitable and efficient financing systems.
The urgency of promoting structural reforms and leveraging cross-country learning to strengthen the region's educational systems is also emphasized.

Este libro examina las políticas públicas que varios países de la región están poniendo en práctica para atraer, preparar y seleccionar docentes efectivos. También analiza la evolución histórica de la profesión docente latinoamericana. Existen dos factores históricos importantes que explican el deterioro de la profesión docente desde mediados del siglo pasado. El primero es la expansión de la cobertura escolar y los cambios en la profesión docente. Y el segundo se origina en las transformaciones del mercado laboral femenino. La conclusión es simple: solo recuperando el prestigio de la profesión docente, y atrayendo y preparando a los mejores candidatos a la docencia se logrará realmente transformar en el largo plazo la profesión y aumentar la efectividad de los maestros de nuestra región.
