The goals of the program are to:
Reduce severe injuries on interstates and expressways
Reduce high travel speeds on those roadways
Prevent excessive speeding on the roads selected that go to 80 mph
Increase public perception of enforcement presence
Highway Enforcement of Aggressive Traffic (H.E.A.T.) is a specialized division. They are equipped with Higher performance patrol cars. These vehicles are designed to combat the high speeds witnessed on the highways.
Once H.E.A.T. certification is obtained from a unique driving course. Your responsibility is to remain on the highway mostly, protecting the civilians from vehicles exceeding the posted speed limit.
You must be requested to attach to a store, drug sale, house if there are other officers on and able to respond. Otherwise you can respond as usual.
If the vehicle being chased is a " sleeper" vehicle and begins leaving the primary, they will advise you to overtake them on their left to assume the primary position.
When may you retrieve a H.E.A.T. unit from the garage?
For every 4 PD units, 1 H.E.A.T. unit may be activated.
-You may pull out a H.E.A.T unit if there is less then 5 units if there is a super car or known "sleeper" car on a robbery scene if its requested. The H.E.A.T unit must then be returned right away after the scene is done and return to a regular patrol vehicle.
Key Notes
YOU CAN NOT PIT IN A HEAT VEHICLE.
If a 10-80 begins in the city. And the Suspects vehicle is identified as a Super Car. You may attach and replace one of the units on the 10-80.
If there are other H.E.A.T. certified officers, allow them to utilize their certification as well.
Heat units are designed to combat the super cars that are owned. Please understand, the unique tune on the certified vehicles are not to be abused.
While in a H.E.A.T unit you are to be on the highways running radar unless requested to a scene or chase. While running radar you must still stay within your department's jurisdiction. If you are LSPD you must remain on a city limits highway. BSCO near Sandy, Paleto, and route 68 on the Great ocean side. SAHP can run radar on any highway.
The Highway Enforcement of Aggressive Traffic is earned. Disciplinary action will be handled if the above standard operating procedures are not followed.
If abuse of the certification is noted. You will first be warned and advised to refamiliarize yourself with the SOP's.
Second: you will be warned and made to put the H.E.A.T. Vehicle up for the shift. and refamiliarize yourself with the SOP's
Last: Further abuse of the certification with result in your certification being revoked. You may re-express interest after 30 days.
Disciplinary Actions can happen at ANY RANK. Be mindful of your SOP's no matter your position in the department.
