What became key to me here is that in the relevant /sys/bus/acpi folder for this device is that I have no resources file (resource is something completely different). I also think because the BIOS marks that memory area as motherboard resources, it gets picked up by another driver when ite-cir doesn't grab it. So the lack of resources led me to investigate ACPI in the BIOS, thinking that it wasn't providing me the right information.
