Coronavirus Update - Caretaking Service

· During the current coronavirus situation, L&Q will continue to provide a caretaking service where possible.

· Like the rest of the country we are having to deal with staffing issues and cleaning supplies.

· In your blocks we will be concentrating our efforts on “Hot spots” like lifts, handrails, push buttons, doors and bin areas as best we can. This may mean a reduction of services in other communal areas

· Updates on our service will be placed in your block if there are any changes due to circumstances beyond our control. We are following government advice for the safety of our staff and yourselves.

Dear Resident,

We are writing to advise you on the continued planned improvement works to the communal heating system at Swift House. You may have noticed that works have been ongoing within the communal court yard entrance to Swift House which shall be completed in the next few weeks.

As these works progress, all ground floor residents such as yourself will have been contacted by your Property Manager. This is to arrange access for Bouygues to assess new internal pipe connections. We would like to thank you for your cooperation to date and if you have not been contacted please give us a call on 0300 456 9998 to arrange an appointment.

The next stage of this work is the installation of new underground pipework at the rear of Swift House. Please be advised that for health and safety requirements we will be restricting access to your rear amenity space. During this time your garden space will not be accessible and safety hoarding’s will be placed in front of your rear door to prevent accidental access.

We would like to give you this opportunity to remove and store any personal belongings currently situated in your garden space. From the week commencing 02/03/2020 access will be restricted and BYUK will relocate and store any remaining items in the small compound at the end of Swift House.

Announcement: Letter regarding items in communal hallways, balconies and rear gardens.

Dear Resident,

I am writing to all residents to alert and request your co-operation with a number of issues on the estate.

Items in the communal hallway

We are increasingly finding personal items in the communal hallways such as bikes, rubbish bags, etc. I would like to take this opportinuty to remind you of L&Q Zero Tolerance policy prohibiting storage of personal items in the communal hallway. This is to ensure that the escape routs are unobstructed and hazard free in case of an emergency. This policy also covers door mats. Should any items are found in the communal hallways, a Tort notice will be served and the offending items removed.

Balconies

Following a Fire Safety review of the balconies, L&Q has decided not to replace the balcony decking as it poses a low fire safety risk. In order to ensure that the risk stays low, we request that you do not store any flammable items on the balconies (i.e. wooden chairs or tables, furniture, non compliant storage boxes, etc). Should you have any flammable items on your balcony, we request you removed these by 17 February 2020. L&Q has provided a skip for residents to use free of charge, available between 14 -16 February 2020 for you to use for disposal of these items.

Rear gardens and porches

Its noted that numerous residents have a lot of personal items in their rear garden and porches on the street level. Many of these items appear to be unwanted or damaged. Any unwanted items/waste that you wish to dispose, you can use also our skip between 14 -16 February 2020.

Skip use

The skip can be used only for items stored on balconies, rear gardens or porches. In order to gain access to the skip, please contact one of the fire marshalls. Please note, we can not accept any electrical items, chemicals or asbestos.

Announcement: Letter regarding pipework replacement

Dear Resident,

We are writing to advise you on continuing and planned improvement works to your communal heating system. We appreciate system outages and leaks cause resident’s frustration and can only apologies for the ongoing issues that have been suffered. We are now in a position where work on the buried pipework and connections to Swift House has taken a step forward. Working with our contracting partners BYUK and Uponor preliminary work has now started to risers and the within the Court Yard entrance.

This work will include the installation of new buried pipework and internal works to the wider system. Access will be required in communal parts of the building with individual residents being contacted separately where individual access to your dwelling maybe required.

Swift House External & Internal Works

Buried pipework replacement works are now able to start as scaffolding has come down to the rear of Swift House. When excavation works begin we will have to restrict access to the rear court yards of Swift House individual residents will be notified prior to this coming into place and arrangements will be made for the storage of external personal property.

Internal works have initially begun to risers within Swift House and there will be a period of minor builders works as a new pipe system is installed. We apologies for any disturbance caused during this time. Some access will be required to a small number of individual apartments these residents will be notified as this is required. Appendix A provides a series of drawings for the planned external piperoutes.

House

Some These works are intended to address issues with underground pipe leaks across the system which have historically affected both Blocks. For transparency this work will be carried out by our contractors BYUK and Uponor. The programme of work is being updated and will be made available to residents as it is finalised we currently expect the full progamme of works to be completed by the middle of May 2020.

Development Wide Works

We are aware of the ongoing leaks to corridor and riser pipework across the development and the frustration the resultant outages have caused to residents. As such we are in the process of surveying these points of failure to install new isolation valves so that when an issue does arise the system can be isolated and dealt with locally rather than causing a whole system outage.

Swift House

  • Complete cladding works including entrances canopies by mid of February 2020, clear scaffold by the 3rd week Feb. This is apart from the scaffold section erected for Bouygues work on terracotta tiled façade on Swift House (West elevation)

George House

  • Complete cladding works including entrances canopies by end of February 2020, clear scaffold by the 1st week March.

Sun screens

  • Complete the sun screen installation for both Georg and Swift house by the end of January , sign off by 1st week Feb. We currently have block 1-23 George House to finish off. The rest of the sun screens are in place.

Site clearance

  • Complete reinstatement of garden gates and site clearance by the end of March.

Lobby roofs

  • We have today started on the remedial work to the lobby roof at 53-63 Swift House. The work will last for a maximum of 1 week. As the scaffold is struck, the remaining roofs will be done progressively. We anticipate to finish all the lobby roofs by end of March. Once this work is completed we will be able to address all the water damage done to the lobbies and bin stores.

Swift House – pipework replacement

  • This work has already started and surveys are being carried out. We will be starting building work in block 1-17 Swift House next week in preparation for new pipe work connections.

Railings

  • I am arranging for the railings to be repainted and we anticipate to start this work at the beginning of February (weather permitting)

Concrete planter at the back of George House

  • Our mobile Caretaking team will attend on 23 January to clear the weeds from the planter at the back of George House. Ground floor flats in George House have been made aware of this.

I am aware that many residents still have issues with hot water and/or heating. Should this be the case please contact our L&Q Energy on 03330033733.

Date 10 January 2019

In order to improve the heating and hot water services to Swift House we will be replacing the main supply pipes located at the back of the block. We aim to start this work in w/c 13 January 2020.

The initial works will start in the lobby of 1-17 Swift House. We are required to remove part of the lobby ceiling to enable us to install new supply pipes in the ceiling void. The newly installed pipes will eventually replace the existing riser set up at the base of each building core in Swift House. During the works in the lobby we anticipate some noise disruption caused by drilling and general building work. However, access to the building will be unaffected.

In preparation for the supply pipe replacement we will install temporary pipe work which will continue to supply hot water and heating to the flats. Once the underground pipes are replaced we will be able to confirm the connection date. The new system will require to be flushed once connected. During this work we will have to restrict access to the rear gardens.

During the initial work we do not expect any planned shutdowns. However, these will be necessary as the work progresses. We will advise you on any planned shutdowns in advance. In addition, we will shortly provide you with a works schedule and estimated completion date, once this is confirmed with our contractor.

These works are being carried out to address the root cause of the recent and historical issues associated with the heating system which have been caused by underground pipe leaks and poor water quality due to ingress. We appreciate that these works will cause disruption to the heat supply at Swift House but are confident that these works will address the core issues and minimise the risk of regular outages of the primary system.

Following burst pipe yesterday our contractors and caretakers attended to address remaining issues today. The communal area has been cleared of water as much as possible. The lift is currently switched off and it will be reassessed on Friday due to water getting into the shaft. The lighting on 2nd floor will be reinstated as soon as possible. We apologise for any inconvenience.

The lobby and bin store have been affected by a water leak from the top floor and the lobby roof. The repairs can not be completed until the works to the front elevation are completed and the lobby roof replaced. We aim to have this completed once the scaffolding is removed. As a temporary measure we will continue to treat the mould as water continues to leak through.

K&T and L&Q Heating Manager have been on site today. K&T have been asked to visit the flats that reported further issues to L&Q. This is currently being done. The plant room and all risers have also been checked including the air release valves. I am advised that everything is working and the supply of hot water is constant.

Should you have any further problems, after the visit from K&T, please let me know. If you do not have a visit booked please contact L&Q Direct on 0300 456 9996 or email me directly.

If you have hot water but no heating at the moment, please check your programmer (located in the cupboard next to the boiler HIU) to ensure its operational and the “heating mode” is switched on.

Due to the heave rain the lobbies and bin store were affected by water leaks. This is due to an issues with the lobby roofs. These roofs will be replaced once the scaffolding is taken down. Previously, we have completed a temporary repair when the cladding was taken off in this area, but this repair failed.

The bin room at 20-40 Swift House is currently not usable due to lack of lighting. The bins are kept outside for the residents to use. We will reinstate the lighting once the affected areas have dried out.

We are working on addressing the issues at 44-50 Swift House as there is a blockage in the BT ducting. You may be aware that during heavy rainfall the water is penetrating into the lobby areas and also to the bin areas in both blocks. Since the cladding was taken off in these areas, it appears more water managed to get in to the void and some plasterboard came down at George House. We will apply a temporary fix this week, and this issue will be fully resolved once the lobby roofs are overhauled.

To replace the render on the external wall of your property we need to disconnect the external light. If you have an external light on your balcony, terrace or courtyard we will need access to your property to isolate the lights from the fuse board. Please contact Declan on 07967771809. We can offer appointments on Thursday this week, and Monday, Tuesday and Wednesday next week between 8 AM and 4:30 PM. If we have accessed your flat already, you do not need to contact us. In addition, please ensure that clear access is provided to the balconies for the duration of this work. We apologise for any inconvenience this may cause.

Our contractor, Omega City Lifts, will be attending on 24 June 2019 to all lifts at George and Swift House to upgrade light fittings to prevent the lights from dimming in future.

  • Works to the internal walls on 2nd and 3rd floor will start on 19 June 2019 between 8 AM and 5 PM. The duration of work will be up to 2 weeks.

The contractor advised me of the following anticipated disturbances affecting the residents:

1. Demolition noise during dismantling process of plasterboard from walls and ceilings. Potentially some dust and rubbish would be exposed to the floor for very short time as we will remove rubbish & hoover all dust straight away. All work would be done in lobby area with closed doors, therefore I ask the residents to be mindful of the work men and knock on the door is need be.

2. During installation – hammer drill and power sawing tools noises.

3. Finishing and decoration stage will produce dust which will be controlled by wet cloths placed by each door.

4. Power leads will be placed in the communal areas for the duration of this work.

We apologise for any inconvenience this may cause to the affected residents.

  • Community fibre – they are currently finalising the installation by connecting to the main, on-street fibre. All the internal works have now been completed.
  • Internal decorations – this work will start on Monday, 29th April 2019. Our contractor Mast will start at 1-23 George House. I will provide a further timetable in due course.
  • Wooden shutter – there are 17 apartments that we require urgent access to clip the wooden shutter due to H&S reasons. We would be grateful if the residents of the outstanding apartments can contact me to arrange a suitable appointment. These can also be arranged on a Saturday.
  • Internal fire proofing of the communal areas – this work is now completed.
  • Fire proofing to the flat doors – we will be starting this work shortly in conjunction with our contractor R&B. There is still a number of flats that we require access in order to establish what works are required. We will also be offering the flat door upgrades to all the residents to ensure that the flats are as safe as possible in case of a fire.

Its reported by the bin crew that some recycling bins are being contaminated with non recyclables and as a result some bins are not emptied. Therefore please ensure all the general waste is disposed appropriately to avoid contamination of the recycling bins.

  • Aluminium Cladding work

Conclusion of the design is underway with final approvals from building control progressing well. We have started stripping the metal frame from George House and we have procured the replacement panels and insulation. We are on target to recommence positive new work at the end of this month completing as previously advised in August.

  • Render faced cladding.

As previously noted these will be undertaken whilst other cladding work is being undertaken.

  • Blue cladding

We have undertaken localised investigation works to the areas of the blue cladding and these have now been completed and the scaffolding removed. The investigations highlight an area where remedial work is required and we are currently arranging these to be undertaken. We will advise on timing and the implications when the proposed remedials are finalised.

  • Lifts

We have identified a major technical issue with the emergency auto diallers. The manufacturer of this equipment visited site on 4 April 2019 in order to rectify this problem.

  • Pest control

Our pest control contractor reported that there was no activity noted during the last visit at the end of March. Further, we have conducted a CCTV survey of the ceiling and wall voids at 20-40 Swift House and the ceiling void at 1-17 Swift House to ensure no rats are within these areas . It was confirmed that these areas are clear of pests. We are now looking to reinstate the ceiling in the lobby of 20-40 Swift House which will be done shortly.

  • Winter gardens

All winter gardens windows have been inspected and serviced.

We are currently arranging appointments for the window parts to be fitted by our contractor Mila. At the same time, we are waiting for other parts to be delivered and will contact the remaining residents as soon as they arrive.

  • Green roofs

The green roofs have been inspected and we have received a full report from our contractor. We will be caring out all the recommended works to the roof, and we will introduce a maintenance regime which will compromise of 2 visits per year. The aim of these visits will be to ensure that the roofs are performing well and any invasive plant species are removed.

  • Crack at 53-63 Swift House

Following further investigations we have now ascertained works needed which will be carried out in the next couple of weeks.

  • Internal decorations

We will be looking to start the internal decorations to all the communal parts at the end of April 2019. Further, the timescales and start dates for each building will be circulated nearer the time.

  • Sun screens (balcony shutters)

Due to a H&S issue we have temporarily secured the timber screens. We will be removing these timber screens and replacing them with a metal version. We are currently in the process of procuring an alternative manufacturer. Therefore, please contact Jarek to arrange an appointment should we have not been to your property yet.

At the first residents meeting feedback was that there were concerns over the installation of the HIUs in properties. We therefore arranged for a sample property to be checked.Whilst it has been confirmed by a recommended installer from the manufacturers ACE that they there is no installation issue it has been agreed that we would offer the opportunity for all the HIUs to be checked and any parts that are needed to be replaced. You will receive individual correspondence from Tracey Gaylor who will be able to book an appointment for you.
