The purpose of the Transitioning Gang-Involved Youth to Higher Education Program is to provide gang-involved youth with postsecondary education opportunities that will lead to certification or credentials.

Objective:  Gang members engage in many high-risk activities associated with psychiatric morbidity, particularly violence-related ones. The authors investigated associations between gang membership, violent behavior, psychiatric morbidity, and use of mental health services.

Method:  The authors conducted a cross-sectional survey of 4,664 men 18-34 years of age in Great Britain using random location sampling. The survey oversampled men from areas with high levels of violence and gang activities. Participants completed questionnaires covering gang membership, violence, use of mental health services, and psychiatric diagnoses measured using standardized screening instruments.

Results:  Violent men and gang members had higher prevalences of mental disorders and use of psychiatric services than nonviolent men, but a lower prevalence of depression. Violent ruminative thinking, violent victimization, and fear of further victimization accounted for the high levels of psychosis and anxiety disorders in gang members, and with service use in gang members and other violent men. Associations with antisocial personality disorder, substance misuse, and suicide attempts were explained by factors other than violence.

Conclusions:  Gang members show inordinately high levels of psychiatric morbidity, placing a heavy burden on mental health services. Traumatization and fear of further violence, exceptionally prevalent in gang members, are associated with service use. Gang membership should be routinely assessed in individuals presenting to health care services in areas with high levels of violence and gang activity. Health care professionals may have an important role in promoting desistence from gang activity.

Gang injunctions raise a number of civil liberties concerns, both for specific, targeted individuals, as well as any community member who lives in or visits the designated area. One of the most troubling aspects is that they often give police overly-broad discretion to label people gang members without having to present any evidence or even charge someone with a crime. Police are left to rely on things like what someone looks like, where they live, and who they know. As a result, there is a great potential for racial profiling, with a particular impact on young people of color. Despite the documented existence of white gangs, no California gang injunction has targeted a white gang.

People targeted by gang injunctions are not guaranteed their legal right to be notified or given the opportunity to defend themselves in court prior to being bound by restrictions of the injunction, nor are they provided with an attorney.

Additionally, many gang injunctions do not provide a clear way out for people who are either mistakenly identified as gang members or for those who have turned their lives around. This means that the injunction could follow them the rest of their life, which can make it more difficult to avoid gang activity.

The audit released by former Inspector General Joseph Ferguson in April 2019 found that the Chicago Police Department listed 134,242 people as gang members. Approximately 95% of those in the databases were Black or Latino.

Immediately after that audit was released, Chicago Police brass promised to correct the errors identified by the inspector general and launch a new method of tracking gang members in what the department called a Criminal Enterprise Information System.

While that push had the full support of former Mayor Lori Lightfoot and former Chicago Police Supt. David Brown, those efforts stalled as the city faced a class-action lawsuit that demanded significant changes to the way police officers used the gang database.
