HHSC began releasing people from the interest list in September 2021 to be assessed for eligibility and enrollment in waiver program. HHSC was approved to fill 1,549 new slots for the following programs during the biennium.

In addition to releasing the HCS interest list reduction slots described above, HHSC will also continue to use attrition slots in HCS to meet the needs of people with intellectual or developmental disabilities in crisis situations and transitioning from institutions including nursing facilities and state supported living centers. Undergraduates are allowed to register for up to 17 hours during preregistration and up to 19 hours during open registration. Requests to go over that number can be made by filling out an overload request form and bringing it to us for approval (after the preregistration period has ended). The form then needs to go to the dean's office for their approval. Because multiple manual steps are required in processing these forms, it is highly unlikely that they can be completed in time to allow additional hours during the short duration preregistration time slots. Additionally, we may determine that it is appropriate to delay approval of a form in order to be fair to other students seeking to register for a class that's in high demand.

Merit-Based Qualifying slots are issued based on a team's performance during the season. Eligible teams are automatically given the opportunity to register for the FIRST Championship at the time of their win at either a Regional Event or at their District Championship. Teams who compete in District areas will not be able to advance to the FIRST Championship from Regional events. Teams from Districts that are Regional Winners will generate Wild cards at that event. Teams from Districts are also still not eligible to win the FIRST Impact Award, Engineering Inspiration, or Rookie All-Star award at Regional events.

Wild Cards are distributed until either all Wild Card slots generated at that event are consumed or the 4th place Alliance is out of Teams, whichever comes first. If a Wild Card eligible team already earned a spot at the FIRST Championship, they are skipped, and the next member next eligible team is given the available Wild Card. A team may decline a Wild Card, but this does not pass the Wild Card to the next team, instead, the Wild Card goes unused. Unused Wild Card slots are not back-filled or replaced.

The remaining Hall of Fame teams who were not pre-qualified and the Original and Sustaining teams are automatically placed on a Priority Waitlist. Based on Coordinating Board staff recommendations, the Family Practice Residency Advisory Committee (FPRAC) convened on June 14, 2023, and approved 40 rural rotation slots at $2,500 per rotation for Fiscal Year (FY) 2024. The Advisory Committee also approved funding for three (3) public health rotations for FY 2024 at $2,000 per rotation. The Coordinating Board approved funding for the rotations at its meeting July 27, 2023.
