I am using Maven to download aws-java-sdk dependency for version 1.11.23, though in Maven repository I find all historical versions till most recent ones; i.e. aws-java-sdk-sqs downloaded versions (1.9.0 to 1.11.642) any idea why is that and how can I limit to only the version specified for aws-java-sdk artifact?

On approaching the change of license terms for the newer LTS JDK versions, JMS will provide provisions to accept the new terms, enabling you to extend the token expiration date to ensure your scripts continue running. You will need to accept the new terms before downloading under the new license agreement.

EDIT: Even though I only have 1 account on this computer I made a second account, gave it admin rights then logged into it and downloaded java from the java.com website and it worked first try. Then went back to my main account and deleted the second account. No idea why this worked though.
You should try installing java with Ninite. You can just go to Ninite.com and select java under runtimes. then when you get a notification about a java update run ninite again and it will install the latest java without using the java update mechanism. it is really simple and easy no questions to answer and you can use the same ninite program to update other apps from that site as well.

EDIT: I just duplicated my Fiji and replace the jdk folder with my local jdk1.8.0_211 and it worked !

The best for you would be to download a fresh fiji (and use it as it is ) or if you want to keep your original fiji, copy the folder Fiji.app\java\win64\jdk1.8.0_211 (or whatever version) from the fresh fiji and replace the jdk folder in your previous fiji with this new one.
When you install Java (JRE) and try build your app, the build now finds Javas JRE which has everything it is needs to run Java but not build it, this is why the new error is Could not find tools.jar.. The JDK includes the compiler (javac) and tools (like javadoc and jdb) and is what is needed to build your app. You then fixed the second error by forcing gradle (build tool) to look in the correct folder for your JDK.
