Subject : Internet Shutdown and Killing of Civilians in Iran
Dear Sir or Madam,
I am writing with urgency to condemn the actions of the Islamic Republic against the Iranian people.
Beginning on 28 December 2025, mass protests erupted across Iran amid deep public anger at the Islamic Republic and a worsening economic crisis. What began as demonstrations over inflation, rising food prices, and the collapse of the Rial quickly became a nationwide movement demanding an end to the regime. These are the largest protests since 2022 (Women, Life, Freedom movement) and the most significant since 1979.
On January 8 and 9 alone, demonstrations spread to hundreds of cities, with tens of civilians reported killed and the toll continuing to rise. At the same time, it has deliberately shut down the internet, phone lines, and all meaningful connections to the outside world. These blackouts are not just disruptions; they are tools of repression, designed to silence civilians, hide violence, and prevent people from accessing emergency help.
This is not unprecedented. Historically, every time the Islamic Republic has imposed a nationwide internet shutdown, it has carried out mass murder of civilians. During the November 2019 protests, after cutting off communications, the regime murdered more than 1,500 unarmed people in the streets, including dozens of children. The same pattern was repeated during the 2022 “Woman, Life, Freedom” revolution: communication blackouts followed by widespread killings, arrests, and disappearances.
Right now, Iranians are being killed in the streets while kept in darkness.
Access to the internet is a lifeline. Silence costs lives.
I urge your organization to take immediate and concrete action:
Publicly condemn the Islamic Republic’s use of lethal force against civilians and its systematic suppression of communication.
Pressure governments, international bodies, and technology companies to act against Iran’s internet shutdowns and censorship.
Support and deploy technical solutions that help Iranians regain secure and uncensored access to the internet.
Amplify the voices of Iranian civilians and ensure global media coverage of what is happening on the ground.
Investigate and document the killings, arrests, and human rights violations, and ensure this evidence is preserved for international accountability.
The people of Iran are asking for visibility, protection, and accountability. I ask you not to look away.
