Operations Director
Juliann Harlan is a rising senior at Elkins High School, where she serves as captain of the speech and debate team. Growing up in a rural community where few surrounding schools have speech and debate programs, she has been passionate about helping build and strengthen her school’s team so that future students have lasting opportunities to compete and develop their voices.
A three-time West Virginia State Champion in the American Legion Oratorical Contest, Juliann has competed at the Harvard Speech & Debate Tournament, the NCFL Grand National Tournament, and the SkillsUSA National Leadership & Skills Conference, where she placed fifth in the nation in Prepared Speech. Beyond competition, she has used the skills she developed through speech to advance civic engagement, including drafting legislation for the West Virginia Legislature to strengthen civic education. She is committed to expanding access to forensic education and helping students discover the confidence to advocate for themselves, their communities, and the future.
As Operations Director for Forensics 4 Schools, Juliann is tasked with planning any and all of our programs, including our Speech and Debate Discovery Camp, New Coach Academy, and School Startup Initiative. Juliann is also tasked with brainstorming new initiatives and gauging the effectiveness of our current programs. Additionally, Juliann oversees all of our volunteers, which includes coordinating interviews and reviewing applications.
