MEMORANDUM OF COOPERATION between the State Service of Ukraine for Food Safety and Consumer Protection and the National University of Life and Environmental Sciences of Ukraine

Within the framework of the Comprehensive Institution Building Program (CIB) in the field of food safety in Ukraine, the EU Project "Improvement of the food safety control system in Ukraine" initiated by the European Union and the Erasmus + Jean Monnet module "Food Safety Control" projects in the EU "(587548-EPP-1-2017-1-UA-EPPJMO-MODULE). One of the tasks of the EU Project "Improvement of the food safety control system in Ukraine" is to improve the procedure for advanced training of veterinary medicine specialists. On the other hand, "Improving the food safety control system in Ukraine" aims to modernize curricula and understand the role of the EU and national authorities in managing food safety policy, and provide students with the knowledge needed in today's labor market.
In order to discuss new approaches to professional training of veterinary specialists of the State Service of Ukraine for Food Safety and Consumer Protection, a meeting was held: Mina Barova - expert on veterinary and food safety, consultant of the EU Project "Improvement of safety control system food products in Ukraine ", Natalia Mykhailivna Kostina - Head of the Sector for Vocational Training of the State Food and Consumer Services, Olga Mykolaivna Yakubchak - Head of the Department of Veterinary Sanitary Examination, leader of the Jean Monnet Module" Food Safety Control in the EU ".
The meeting discussed how the reorganization of the veterinary service has affected the state of training of veterinarians who exercise state control. The draft Memorandum between the State Service of Ukraine for Food Safety and Consumer Protection and the National University of Life and Environmental Sciences of Ukraine was discussed.
The principles of formation of the thematic plan of advanced training of veterinary doctors according to the requirements of the EU was considered.

Associate Professor of Veterinary Sanitary Examination and Coordinator of the Jean Monnet Module of the Erasmus + program "Food Safety Control in the EU" Galaburda Maria became a participant and presented a report on "EU Food Safety Priorities" during the International Summer School on Sustainable Food Production and Consumption in the EU on June 7-8: EU CHALLENGES FOR UKRAINE-UK Technology / Eco.
The event took place in the framework of other ERASMUS + projects Jean Monnet Department of FoodPro (# 587488-EPP-1-2017-1-UA-EPPJMO-CHAIR) and Jean Monnet EcoPro Module (# 574796-EPP-1-2016-1-EN -EPPJMO-MODULE).
Representatives of industry and government took part in the work of the summer school as speakers and listeners authorities and local governments, representatives of public organizations, teachers, researchers and students.
The event addressed the current state and challenges of sustainable food production and consumption in the EU: Tools, policies and best practices for sustainable production and consumption in the EU and Ukraine.
Principles of EU environmental policy in the framework of the strategy of sustainable development;
Environmental, energy and resource efficient technologies in food production in the EU;
European systems of technical regulation and standardization;
Approximation of technical regulation in the field of food production in Ukraine to EU requirements.
The presented reports aroused great interest among the participants of the summer school.
Lecture on Control of Organic Production at the Faculty of Veterinary Medicine

The Faculty of Veterinary Medicine hosted a lecture by the invited speaker of the Candidate of Veterinary Sciences Ruslan Ivanovich Bilyk on "Organic food production: general requirements, principles, audit and control." The lecture was given as part of the implementation of the Jean Monnet Module "Food Safety Control in the EU", which is one of the areas of the Erasmus + program.
The event was supported by the Erasmus + Jean Monnet Module "EU Food Safety Control" (Food587548-EPP-1-2017-1-UA-EPPJMO- MODULE) and the Ukrainian-Swiss project "Development organic market in Ukraine ", in which Ruslan Bilyk is the coordinator of the dairy direction.
During the lecture the state of development of organic food production in Ukraine, legislative regulation of organic food production, requirements for animal welfare in organic animal husbandry, the procedure and features of certification of organic production and its inspection were covered. The topic aroused considerable interest among students: master's students of 1 and 2 years of study in the specialty 212- "Veterinary Hygiene, Sanitation and Expertise" and practicing veterinary specialists.
It should be noted that on April 19, the parliament passed in the first reading the bill "On the basic principles and requirements for organic production, circulation and labeling of organic products" (№ 5448-d). This bill provides for the introduction of certification of the production process itself, and not the product, as it is today, because only control at all stages of production can give confidence that the resulting product is truly organic. The law proposes a two-tier system of control over both certification bodies and manufacturers.
At the same time, producers will be controlled by both state inspectors and certification bodies. In addition, penalties are introduced for misleading customers, namely, for labeling non-certified goods with the words "organic" or "bio", which in fact are not. According to the results of the voting, the bill №5448-d received more than 250 votes.

Associate Professor of Veterinary and Sanitary Examination Taran Tetyana took part in the Second International Congress "Organic Ukraine 2018", which was on March 15-16, 2018 in Odessa. The theme of this year's congress is "Development of the organic market in Ukraine - from production to sale"
This is the main event of the national organic industry, which highlights current organic trends, organic trends in Ukraine and prospects for organic production.
The production of organic products is one of the priority areas of Ukraine's agricultural policy. The event discusses important issues of development of organic production in Ukraine and its positioning, both in domestic and foreign markets, namely:
introduction of organic production in Ukraine;
training in organic production: from university to government;
berry growing and horticulture - a real prospect of organic production in Ukraine;
organic grain and oilseeds as a basis for exports;
organic soybeans and legumes;
ready-made organic food product on the shelves of domestic and foreign markets.
Taran Tetiana presented his report on "Safety and quality control system of organic food in Ukraine" In the section "Effective quality management and food safety in organic production" as a part of the Jean Monnet Module "Food Safety Control in the EU" (587548-EPP-1-2017-1-UA-EPPJMO-MODULE) activity.
In her report she noted that the system of state control of food safety and organic production in Ukraine is imperfect. The three components of the control system, priorities, problems related to the current regulatory framework in the field of organic production and circulation and ways to solve these problems were described. Emphasis was also placed on the current state and prospects of application of the requirements of international standards for agricultural and food products, including organic.

On April 19-20, 2018, the International Scientific and Practical Conference “Food Safety Control. Ukraine-EU: Unresolved Issues "is dedicated to the 120th anniversary of the National University of Life and Environmental Sciences of Ukraine, which was organized by the Faculty of Veterinary Medicine. The event was carried out in the framework of the European Union's Erasmus + Jean Monnet Module- "Food Safety Control in the EU."
The plenary session was attended by representatives of the State Service of Ukraine for Food Safety and Consumer Protection, the State Research Institute for Laboratory Diagnostics and Veterinary Sanitary Examination, the National Erasmus + Office in Ukraine (EU project), the EU project "Improving the food safety control system in Ukraine". Ukraine ", EU project" Support to the implementation of the Association Agreement between Ukraine and the EU ", Ukrainian-Swiss project" Development of the organic market in Ukraine ", Kyiv National Economic University named after Vadym Hetman, faculties of veterinary medicine and other higher education institutions of Ukraine.
The conference participants were greeted by the Head of the Research Department of the University Volodymyr Otchenashko and the Director of the Research Institute of Health of Productive Animals Dmytro Zasekin.
The presentation of EU educational programs Erasmus + and Jean Monnet, in particular, was made by the representative of the National Erasmus + Office in Ukraine, Analytical Work Manager, Coordinator of the National Team of Experts on Higher Education Reform, Dr. Ped. Sciences Jeanne Talanova.
Oksana Novokhatnya, Deputy Head of the Food and Feed Safety Department, Head of the Food Safety Department of the State Food and Consumer Service of Ukraine shared the current changes in the legislation with the conference participants.
Halyna Kotyk, Expert on EU Legislation of the EU Food Safety Improvement System in Ukraine shared the current changes in the legislation with the conference participants.
The guest of the conference Mina Barova, who advises the State Food and Consumer Service on the issues of reforming the control system, shared her experience of changing the food control system on the example of Bulgaria and emphasizing the basic principles according to which the state control system should be formed according to EU requirements.
International requirements for the training of veterinary medicine specialists with extended competencies were presented by Oksana Hitska, Associate Professor of Bila Tserkva National Agrarian University, Candidate of Veterinary Sciences.
An interdisciplinary approach to solving food safety problems was presented in the report of Mykola Galaburda, Associate Professor of the Department of Political Economy at KNEU.
The project leader, Professor of the Department of Veterinary and Sanitary Examination of NULES Olga Yakubchak emphasized the problems of modern regulation of food safety and its regulation.
During the conference, 40 reports were heard and discussed, covering a wide range of issues related to food safety and quality. In addition, workshops "Objectives, methods and tools of a modern food safety control system in the EU" and "Fair of ideas for European grants" were held as part of the conference.

Jean Monnet Module "Food Safety Control in the EU" for Master Students

Students of the Master's program and guests of the department listened to an introductory lecture on the course "Food Safety Control in the EU", as part of the Erasmus + project of the same name, Jean Monnet (587548-EPP-1-2017-1-UA-EPPJMO -MODULE), implemented by the Department of Veterinary Sanitary Examination. Students learned about the structure of EU legislation, in particular those that regulate activities related to ensuring the production of safe food.

Teachers of the department and students of OS "Master" in veterinary hygiene, sanitation and examination took an active part in the round table. Associate professors Taran TV and Galaburda MA presented their reports on topical issues of research on the quality and safety of drinking water and its importance in meeting the needs and production of food.
Representatives of educational institutions of Ukraine (National University of Life and Environmental Sciences of Ukraine, National University of Food Technologies, Kyiv National University of Trade and Economics, Zhytomyr National Agroecological University), representatives of public organizations, graduate students, students were involved in the round table.
Jean Monnet Conference for 2017 beneficiaries

Galaburda Maria, Associate Professor of Veterinary Sanitary Examination, as the coordinator of the academic module "Food Safety Control in the EU", was invited to take part in the Brussels meeting of new beneficiaries of Jean Monnet, organized jointly with (EACEA).
The conference aims to allow the discussion of important EU policy issues, as well as to disseminate information on new technical issues for new grantees.
This year's conference focused on the current political turn in the history of the EU and its implications for the future of European integration. This topic was recently highlighted on the agenda of political and academic debates, relevant in the light of the Commission's White Report, President Juncker's speech on the state of the Union, and major political developments in the EU Member States during 2017.
As a result, the conference aims to allow the discussion of important EU policy issues, as well as to disseminate information on new technical issues for new grantees.

The conference was opened by Amaya Perez de Albeniz, Acting Head of Erasmus +: Higher Education - Knowledge Alliances, Bologna Support, Jean Monnet of the Education, Audiovisual and Culture Executive Agency (EACEA) in Brussels.
The report of Snezhyna Nikolova, who is an advisor to Erasmus + projects: higher education - knowledge alliances, Bologna support, Jean Monnet and is responsible for the implementation of Jean Monnet's activities in Belarus, Georgia, Italy and Russia was devoted to the implementation and management of projects. Guido di Fiore, head of the financial sector at Erasmus +, spoke about the financial aspects of the projects.
Edith Genser, responsible for information and communication and organization of events related to Jean Monnet's direction in the EACEA, presented a new platform for disseminating project activities.
Some time was allotted for bilateral meetings with EACEA Commissioners responsible for projects (by region), where it was possible to talk to officials monitoring the implementation and evaluation of projects and ask them specific questions about the specifics of implementation.
Claire Morel, Head of International Cooperation for Education, Training and Youth at the European Commission for Education and Culture, opened the second part of the conference with a presentation on "Introductory remarks: Jean Monnet - the way forward". This part of the conference was devoted to questions about the expected results and examples of best practices in the implementation of Jean Monnet projects, which have gained real and lasting implementation in the education system of the European Union. Tamara Kapeta, professor at the University of Zagreb (Croatia), Philippe de Bruecker, professor at Libre University in Brussels (Belgium) and Ana Božinović Fenko, professor at the University of Ljubljana (Slovenia) presented their experience.
The next discussion block was devoted to ideas for the new programming period. Alberto Alemanno, Professor of HEC (Paris, France) presented his ideas and experience; Heidi Maurer, Professor at the London School of Economics (UK); Bruno Masquitelli, Professor at the Swiss University of Technology (Australia). The importance of an interdisciplinary approach in educational and research projects was emphasized.
The EU should restructure its policy to make the most of globalization
The final report of the first day of the conference was made by Antoaneta Angelova-Krasteva, Director of Innovation, International Cooperation and Sports, DG EAC.
It summarized the current challenges facing European society and the role of education and science in addressing the key challenges facing the EU today.
The second day of the conference was opened by Martina Reicherts, Director General for Education and Culture of the European Commission, with a brilliant speech on the specifics of modern youth education and their perception of the world and information.
Peter Clappi, Head of the Brussels office of Open Europe, emphasized the problems of the modern European Community in his report "A united, stronger and more democratic Europe".
In the panel discussion "Plans for the future of Europe" Alexander Mattelaer, Director of the European Program of the Royal Institute of International Affairs Egmont (Belgium), Ulrik Lieber, Professor at the University of Bremen (Germany), Ms. Rosa Tun Tun Hohenstein, Member of the European Parliament party and Peter Klippe, Open Europe, head of the Brussels office. Open Europe emphasized the problems of the modern European community in its report "A united, stronger and more democratic Europe".

How to support further democratization of the EU by strengthening public participation and institutional reforms? Europe's vision: According to the 2017 report of the Union State, the EU must remain a club of equal members. How to achieve this goal in the long run?
The moderator of the session, Jens Nyman-Christensen, Deputy Director General of DG EAC, summed up that Europe and its citizens at this stage need pragmatic solutions to problematic and crisis situations.
The second part of the day of the conference was organized in the form of panel discussions in five areas:
Deepening economic and monetary union;
The future of European defense;
The use of globalization;
The social dimension of Europe
The future of the EU budget: what to expect?
I was invited to take part in the third panel discussion on how the EU should restructure its policy to make the most of globalization. The experts in this debate were Kolya Raube, Senior Research Fellow, Leuven (Belgium) and Miroslav Galar, Representative of the European Commission's Directorate-General for Trade.
It was noted that any negotiations with its trading partners are conducted by Europe in such a way as to protect the population of the Union. In this regard, Ukraine has special conditions: with the harmonization of national phytosanitary legislation with the European one, food producers and suppliers will have conditions for free trade with the EU.
It should be noted that the Ukrainian delegation was one of the largest at the conference.
