We have analyzer similar reporting and managing tool called GMS which also uses flash till version GMS 9.2 and this is fixed from version 9.3. But you should run it after any new install/update of Maxthon, as it also copies over the correct files for maxthon to detect and work with the latest version. It won't download any flash installers unless there is a newer version.

I am having the same issue. Unfortunately, my project requires Storyline version 1; I cannot upgrade to Storyline version 2. As per the official documentation, Adobe flash player is not a requirement for the Exchange server. It could be installed if you have enabled RDSH (Remote desktop session host) or browsers (edge/chrome) etc
