But they represent a different period in history, when the boundaries between union republics were less important and were unproblematically tangled with infrastructure like roads and irrigation canals, or grazing land. Further, being topographic maps, they are more oriented toward precisely representing the contours of the landscape rather than delineating administrative boundaries. This results in situations as shown below, where the boundary between Soviet Armenia and Azerbaijan appears as a broken line, so as to better illustrate topographical features.

But these maps present even more problems than the topographic maps. For one, the data they use for international borders are derived from some unknown baseline data (typically volunteered by governments) processed within Google. And because they are oriented toward driving directions, they have a much more sophisticated approach to mapping roads than other features. Road data in Google Maps, no matter how they were originally drawn, are constantly being refined by satellite imagery, traffic data, and ground-truthing by individual users. International boundaries, invisible on the ground and not subject to user-generated validation, are not verifiable in the same way.

The maps and data for Azerbaijan have been released in parallel with Global Solar Atlas, which is published by the World Bank Group, funded by ESMAP, and prepared by Solargis. The maps that you see at OpenStreetMap.org take some time to update at different zoom levels. For me, it has already updated at zoom 17 but not at lower zooms such as zoom 6. It will sort itself out, but will take time, due to the much publicised elsewhere speed problems that people are experiencing.

As an aside, it's worth mentioning that what you see in maps such as Google (and some applications based on OSM data) and what you see at OpenStreetMap.org are fundamentally different views of the world. OpenStreetMap's "standard" map layer tries to be objective - it shows one view of the world to everyone, whereas Google will show you whatever "alternative facts" people in your country are told they must believe (countries sometimes have rules that say describe how they should be represented, and sometimes this is directly at odds with neighbouring countries). Even some otherwise sensible places have laws about this sort of thing.

Is there an estimate of time of when the maps will be updated so that the borders will look correctly and same in all zoom levels? When can we see the correct borders in lower zoom levels such as 5,6, 7..

Land mines and military detainees have been highly contentious issues since the Russian-brokered ceasefire in November. Armenia claims that about 200 Armenian soldiers and civilians are detained by Azerbaijan, while Azerbaijan claims that detainees number around 60 and consist only of soldiers who entered Azerbaijani territory after the ceasefire agreement. Armenia and the ethnic Armenian authorities who still control Stepanakert/Khankendi have unofficially denied the existence of mine maps and have avoided questions about them in official statements.

Azerbaijan released 15 Armenian prisoners of war in exchange for maps showing locations of nearly 100,000 landmines in territories that Armenia occupied during nearly three decades of conflict over the Nagorno-Karabakh region, according to a deal announced Saturday.

A baby-step might be more accurate, as Azerbaijan is believed to still hold dozens more prisoners, Armenia is believed to have additional maps of many more mines, and the enmity between the countries is extremely deep.

Three days ago, Yerevan said that Azerbaijani forces had penetrated its territory, but Baku responded by saying that its 250 troops were only changing their dislocation within Azerbaijani territory, a difference of opinion that appears to reflect the difference in the maps the two sides rely on.

The ministry added that the maps would help save the lives of tens of thousands of Azerbaijani citizens and speed up the reconstruction and rehabilitation projects of Azerbaijan in the Karabakh region and facilitate the process of returning of internally displaced people.

On June 12, Azerbaijani authorities swapped 15 Armenian detainees for the mine maps of the Aghdam district. The maps reportedly showed the places of 97,000 landmines. The exchange operation was supported by the US administration, the European Council, the Swedish Chairmanship of the OSCE, and the government of Georgia. President Ilham Aliyev said Americans stood as guarantors for the accuracy of the maps.

The release of the maps helps Azerbaijan accelerate extensive mine-clearing operations started in the liberated lands shortly after the war. The Azerbaijan National Agency for Mine Action (ANAMA) deployed its specialists and cutting-edge machinery of the Turkish, British, and Slovak production for demining activities. According to the latest ANAMA data, 8,509 anti-personnel, 3,959 anti-tank mines, and 9,493 unexploded ordnances have been found and neutralized in 33.3 million square meters of territory in the liberated lands since November 2020.

Crisis Group developed this map to track the geography of casualties along the front lines and deeper inside the Nagorno-Karabakh conflict zone. Casualty data includes deaths and injuries of Armenians and Azerbaijanis from exchanges of fire along positions, sniper shots along with mine explosions in the conflict zone and along the front lines, aggregated monthly. All of these are plotted on a map which includes front lines before and after the 2020 war, drawn using satellite imagery, and the NKAO, as defined by Soviet-era maps. The Lachin corridor is presented as defined in current official maps published by the Russian peacekeeping mission to Nagorno-Karabakh.

Crisis Group traditionally uses geographical names from the pre-conflict period of the late Soviet times. The borders of the NKAO were delineated in line with the latest maps of the General Staff of the Soviet Defence Ministry. The front lines reflect locations of military positions and trenches visible in satellite imagery available in early 2021. The geography of the Lachin corridor reproduces that in the publicly available official map of the Russian peacekeeping mission to Nagorno-Karabakh of the summer 2021 period.
