The State Council of the United Federation, commonly the State Council, or simply the Council is the lower house of the legislature of the United Federation of Paper Planes. It is made up of representatives from each state that are elected based on the populations of the states.
Previously, the State Council was made up of one member for each state, but President Anderson issued an executive order to reform the state council. This reformation moved the State Council into being based on Population in the states, with New Illinois having the most seats due to it's larger population. Three parties hold seats in the Council, the Conservatives, the Pacifists, and the Alliance. In addition, the speaker of the council John Banks-George, is an independent, having left the Union Party on the 20th of January, 2021
Since the state council is directly proportional to population distribution, the State Council's seats are not evenly divided between the states. New Illinois, by far the most populous state in the Union, has 23 seats, while states like New Ottowa with their far smaller populations, have only 1 seat each.
The Apportionment of the seats in the State Council is based on the population of Federation members within the state, or registered as citizens in the state. The council has 150 seats, with a majority of states having only 1 seat or 2, with some states having far more, with New Illinois largest count of 25.
The State Council is the chamber of the legislature which is most often subject to change, and has had many different forms in it's history. The current record for the number of political parties represented was set following the October 2021 elections, with a total of 6 parties holding seats in the council. The Union Party, the Pacifist Party, the Conservative Party (ruling), the Defender Party, the Democats Party, and the Libertarian Party.
The previous record was after the October-snap election, with 5 parties, Union, Republicats, Pacifist, Anti-Party, and Independent.
