Submit Your Research as a Comment

Title IX is about protecting and advancing gender equality, and sexual harassment and gender-based violence are inextricably linked with issues of inequality and civil and human rights for all. Therefore, all research relevant to gender inequality is relevant to this proceeding-- even if you are unsure of whether your (or others') research will be helpful, you can and should submit it to the Department of Education by attaching it to a comment. In addition, several experts on the comment process have advised that providing research and similar information in their full form via an attachment is helpful to the comment process. Here's how you can use your (and others') research to contribute to this process:

  1. Go to the government's comment solicitation page
  2. Click the "Comment Now!" button
  3. Write a brief cover note in the Comment box (here's a sample template)
  4. Click "Choose Files" to upload your (or others') research
  5. Provide your name and contact info
  6. Select the category that best describes you
  7. Click "Continue"
  8. Review your draft. Click "Edit" to make any changes; or click the check-box to confirm that you understand your comment will be public.
  9. Click "Submit Comment."
  10. Make a note of your receipt number and the instructions on how to track when your comment has been reviewed by ED.
