The Quotation involves:

Customers make an enquiry with us about our services. Using a set questionnaire we obtain the key information about the event, what they are planning and any history about the event.
Who - what's the audience demographic, young or old, do they like to drink, who the event organiser is and what is there experience...
What - what is happening at the event, what is the customer journey from arrival to leaving....
Where - where is it located, is there a site map, is there a first aid point location, where are the access/egress points
When - day or night, dates, times, time of year, overnight camping...
Why - what is the purpose of the event, why do people want to attend...
How - what risk assessments and controls are in place, is there an event safety plan
Once we have all of this information we can progress to the risk assessment
The medical provider should propose an appropriate level of cover in the first instance, the event organiser is responsible for accepting this and who's decision are ultimately in question if something goes wrong later down the line.
