What is the Purple Guide?
“The Purple Guide has been written by The Events Industry Forum in consultation with the events industry. Its aim is to help those event organisers who are dutyholders to manage health and safety, particularly at large-scale music and similar events.
Section 5 relates to medical provision at events
The Purple Guide is not used for events in sports grounds. the Green Guide is used.
The Purple Guide states that every event should have a medical plan based on a comprehensive risk assessment
The medical provider should conduct a full risk assessment and propose appropriate medical provision for the event, this should also take into account contingency and plans for an escalation event (such as a mass casualty / major incident). The medical provision should include adequate cover for build and de-rig phases of the event.
Medical plans should aim to provide, safe, prompt and resilient service on site whilst helping to minimise the impact on NHS resources
The NHS does not just include the Ambulance service but local hospitals and walk in centres too. The medical facilities should be designated, sited, equipped and staffed in accordance with the expected activity and there should be additional capacity available for unexpected contingencies.
Ensure you have reliable communications as they are key to effective working. It is recommended that there is dedicated channel for the sole use of medical services. The use of shared channels is not acceptable and my breach data protection. (Note: this is in relation to the direct management and dispatch of staff, and 3rd party radios for notification are acceptable).
In line with GDPR records must be kept secure and completed accurately, in line with the Health and Social Care Act they must be comprehensive and record fully our interaction with the patient. Incident logs / pocket books should be updated with accurate information and decisions regularly and be available if requested by the Police or Coroner
Event organisers should exercise due diligence in selecting competent and reliable medical services
The Purple Guide includes a guide to the suggested level of cover depending on the risks involved in the event. This table is below.
Along with a risk assessment an appropriate level of cover will be decided
The Guide to Safety at Sports Grounds (also known as the Green Guide) is recognised around the world as best practice for the design and planning, and the safety management and operation of sport grounds.
Its aim is to assist in the assessment of safe capacity of a sports ground.
The Guide is used around the world by architects and designers as a best practice guide for the development and refurbishment of stadiums. The latest (sixth) edition offers expert advice and technical specifications on ensuring a safe environment for spectators.
The Green Guide provides medical cover guides for sports grounds. The context is very similar to the Purple Guide, however within sports grounds additional hazards may present themselves or become more prominent such as:
rival factors
access/egress
standing and seating areas
extrication of patetins for higher teirs
The Green Guide also makes reference to the fact that a Safety Certificate or Licence is in operation, and may also dictate specific medical requirements.

Regulatory Role
Our regulatory role is to:
issue licences to the 90 Premier League and English Football League grounds, along with Wembley and the Principality Stadium to allow them to permit spectators to watch matches; and
oversee local authorities in their duties to sports grounds safety and safety certification.
Advisory Role
We provide safety advice and support to other sports both in the UK and internationally. We support in areas including:
Strategic advice, including diagnosing physical infrastructure and safety management risks to existing, new and refurbished stadiums.
Proactive action planning to enable sports bodies/grounds to develop and enhance spectator safety.
Educating to plan and prepare for challenging scenarios through the provision of training and scenario planning programmes.
Set standards
We set safety standards through our internationally-recognised best practice guidance, including the Guide to Safety at Sports Grounds (Green Guide), which is used to build and develop sports grounds around the world.
